Board OKs 9 highway easements, wind ordinance, hires medical director

With the Washington County Supervisors unanimous approval Tuesday of nine public highway easements, two county road projects may see completion this fall.  

Five of the resolutions were for easements along 140th Street in Iowa Township and involved parcels, ranging from a segment to 1.6 acres, from Steven J. and Kathleen K. Collbert, $6.634.40; TImothy R. and Beverly A Colbert, $622.83; Michael P. and Renee J. Gerot$480.74; Dean A. and Brenda L. Smith, $3,250.20; and Joshua Kruger, president, and Amanda Giles, secretary, for Stone Ridge Owners Association, $134.08.

The remaining four, all in Washington Township, along Lexington Blvd., involved Larry L. and Brenda Fishback and LLF, $17,620.80 and $458.20; Todd A. and Theresa R. Scott of River Products, $8,400.49 and $458.21; and Ronald J. and Carolyn K.Weber, $2,664.83.

There also was unanimous approval for the physician services agreement with Dr. George David Narcos, MD, as the Washington County Ambulance Service Medical Director, effective July 12, 2023, through June 30, 2024, at an annual fee of $12,000.  Interim ambulance services director Katrina Altenhofen noted that the position had been discussed for quite some time and included meetings with the Washington County Hospitals and Clinics where Dr. Narcos is on staff.   The agreement, with professional medical and management services, contains a provision for annual renewals for his services for up to a term of five years.

In other business, the board:

Approved hiring Christian Gipple, Washington County Rescue, effective September 5, at $16.00 hourly.
Approved hiring Arial Harvey, full-time treasurer’s office/driver’s license clerk, at $21.64 hourly, effective September 5, a new position that Treasurer Jeffrey Garrett explained had long been sought and will provide “backup” for both the treasurer’s office and driver’s licensing service.   While appointments are still recommended for driver’s licenses, Garrett said that often walk-ins can be accommodated as well.
Following a brief discussion, that noted the interest from wind energy companies, about the proposed County Wind Energy Ordinance Assessment of Wind Energy Conversion Property, the board set 9 a.m., Tuesday, September 26 for a Public Hearing on the issues that relate to special tax valuation of such property.    The issue arose more than two years ago but was tabled indefinitely when the then interested energy firm withdrew.  The proposed ordinance calls for no assessment the first year, followed by increments of five percent through seven years, then remaining at 30 percent thereafter.
Approved the quarterly road report from County Engineer Jacob Thorius, who reported it was "typical" of the second quarter.  However, he noted that in clearing roadways, there were a great deal of corn stalks and given the dry conditions, no burning was done.  Instead, "we talked with landowners and farmers who took them and plowed them back into their fields.  As for trash, there was some left in ditches, including one TV and one refrigerator, which he noted was less than usual, that "people are taking care of their own trash.”
