Regular meeting of the Kalona City Council with Mayor Robe presiding. Motion was made by G Schmidt, and seconded Bender, approving the agenda.
Council members present: Bender J Schmidt, G Schmidt, Spitzer, and Beisheim.
Motion was made by G Schmidt and seconded by Beisheim approving the meeting’s minutes on March 3, 2025. With all voting yes, the minutes were approved and published.

Mayor read the Proclamation making April 3, 2025 Junior Achievement Day in Kalona.
Second Reading with option of third and final reading of Ordinance Amending the Code of Ordinances Section 63.04 Special Speed Zones. Section 63.04 shall be amended to the following:
133rd Street to Nutmeg Avenue the Speed will be set to 45 mph.
Nutmeg Avenue at the intersection of Nutmeg and Vista Drive 650 Feet North and 550 Feet South the Speed will be set at 35 mph. This is the only section set to
35 mph all the rest of Nutmeg Avenue located in corporate city limits will be set to 45 mph.
A motion was made by Council Member Beisheim and seconded by Council Member G Schmidt to wave the second reading of the ordinance, and move to the third reading The mayor put the question on the motion and the roll being called the following named council members voted: Bender, Spitzer, J Schmidt, G Schmidt, and Beisheim, each voting yes.
Whereupon, the mayor declared the motion duly carried.
A motion was then made by Council Member J Schmidt, and seconded by Council Member Spitzer, approving the third and final reading of the ordinance. The mayor put the question on the motion and the roll being called the following named council members voted: Bender, Spitzer, G Schmidt, J Schmidt, and Beisheim. With each voting yes, the motion carried.
Whereupon, the Mayor declared the motion duly carried and passed its final reading.
Consideration of selling Sharon Hill Cemetery and Nutmeg Cemetery deed to the following:

Larry Robert and Leni Adonise Hynes
A motion was made by Bender and seconded by Spitzer with all voting yes. The motion carried.
Resolution No. 2025-E, a resolution of the City of Kalona establishing temporary closing of the following:
That from Noon, Friday, March 28, 2025, until Saturday, March 29, 2025, 5:00 PM., vehicle traffic shall be closed on the following streets as hereby stated:
D Avenue from 6th Street and D Avenue Crosswalk 124ft East.
Motion was made by Bender, and seconded by Spitzer, authorizing the Mayor and City Clerk to sign the same. The council was then polled with Bender, J Schmidt, Spitzer, G Schmidt, and Beisheim all voting yes. The motion carried.
Setting of the ribbon-cutting date and time for Vista Park was discussed with the council. The date was set for May 3, 2025, from 9:30 AM – 11:30 AM, with the ribbon cutting at 10:30 AM. The council directed staff to continue with planning.
Discussion of Installation of Road Culvert on City-Owned Recreational Land for Potential Public Parking that is Located on South 14th Street with Washington County Engineering, was held by the council. Staff shared about partnering with Washington County Engineering to have a driveway redone to include a wider entrance and a steel culvert. This will provide an access point for opening the space for the public to access. A motion was made by Spitzer, and seconded by Bender, for staff to move forward with Washington County Engineering. With all voting yes, the motion carried.
