Council approves changes to vehicle ordinance

City council members approved a first reading of an ATV/UTV amendment to ordinance 170 of Wellman’s municipal code.

The amendment is needed to reach compliance with changes to the state laws regarding ATV use of state highways.  Similar amendments are being adopted by other Iowa communities.

The ordinance applies to “small, slow, motorized vehicles operating within the City, including (but not limited to) golf carts, lawn tractors, electric scooters, and motorized wheelchairs being operated upon any street, road, sidewalk, public path, or public lands.”

Following a public hearing, council members voted to waive a second and third reading of the ordinance and set a date of Dec. 3 for a second public hearing before final adoption.

In other business, council members approved repairs and maintenance to the fire safety system of the Wellman YMCA building. Summit Fire Protection had submitted an estimate of $4,900 for the work.

Council members also approved a $3,900 bid to refinish the floors at the skating rink and agreed to a July 4th fireworks contract with J&M Displays for $18,000.
