Hinson Consulting hired for Riverside's city administrator search

Hinson Consulting, of Washington, has been hired by the Riverside City Council to direct the search for a new city administrator.

Christine Yancey, who has been city administrator since 2019, will leave the job at the end of December.

Brent Hinson, owner of Hinson Consulting, spoke with the City Council via phone at Monday’s regularly scheduled meeting. Hinson and the City Council agreed on a $13,600 discounted consulting agreement. He will meet again with the board Dec. 5 to discuss the procedure and possible timeline.

Hinson also led the search when Yancey was hired in 2019 and the company’s other past searches include one for Maquoketa City Manager last year. Hinson said the company has strong contacts within the state of Iowa, but would also conduct an out-of-state search.

“We’ve got to be careful with this position,” Council Person Edgar McGuire said.

Yancey was hired three years ago when the city did not have a city administrator. The search that year carried an $11,000 fee from Hinson.

Wastewater Plant

The City Council approved a resolution to start the bidding process for repairs at the Wastewater Plant. The work is estimated by Axiom Consultants of Iowa City at $243,873.

A public comment session was held Monday, but there was no comment.

The City Council is hoping to award the bid at its Dec. 19 meeting.

Third Street Update

Road, sidewalk and driveway work continues in Phase 2, or the western portion, of the $3.2 million Third Street water main and sewer main project.

Brian Boelk, a civil engineer and co-founder of Axiom Consultants, said early winter weather may soon intervene, especially with the final construction and installation of stairs leading up to elevated sidewalks. Once the hand rails arrive, they can still be installed during the winter, Boelk said.

Any remaining work would be completed in the early spring after winter weather passes.

A change order of $5,768 was approved with Streb Construction of Iowa City for an extension of the retaining wall on Third Street.

The board also approved a payment of $558,636.83 to Streb Construction for work completed.

Board Action

The City Council approved the transfer of $1.325 million of funds to pay for capital improvements in Fiscal Year 2023.

The Council approved application and electrical inspection permit fees, beginning Nov. 21: $35 for a residential application and $15 for a resident permit, and $35 for a solar PV array application and $165 for a permit.

The Council appointed Christine Kirkwood to the Board of Adjustments for a five-year term beginning Jan. 1, 2023.

Next meeting: The City Council’s next regular meeting is scheduled for Dec. 5 at 6 p.m. at City Hall. A work session on capital projects is scheduled for Nov. 28.
