Chairperson Green called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Mandi Remington, and Rod Sullivan.
Motion by Remington, second by Fixmer-Oraiz, to approve the agenda as presented. Approved unanimously.
Public Comment - No one from the public spoke.

5. Alcohol License Application for Traveling Tapster for event at Celebration Farm.
6. Retail Cigarette/Tobacco/Nicotine/Vapor Permit Application for 380 BP, Swisher.
Approved unanimously.
PROCLAMATION NO. 05-29-25-01
PRIDE MONTH- JUNE 2025
Summary: The month of June is recognized across the nation as Pride Month, a time when people come together to celebrate the diversity, resilience, and achievements of lesbian, gay, bisexual, transgender, and queer (LGBTQ+) individuals and Johnson County is committed to fostering an inclusive and welcoming community that embraces diversity and respects the rights and dignity of all its residents. Board action: Proclaim the month of June 2025 to be Pride Month and encourage Johnson County residents to join in celebrating the diversity and contributions of the LGBTQ+ community, and to work towards creating a more inclusive and equitable society.
Motion by Fixmer-Oraiz, second by Sullivan, to approve Proclamation No. 05-29-25-01. Approved unanimously. Jamie Ellis from United Action for Youth spoke.

RESOLUTION NO. 05-29-25-01
APPROVING THE FINAL PLAT AND SUBDIVIDER’S AGREEMENT OF
SPARTAN HOLLOW PHASE TWO, JOHNSON COUNTY, IOWA
Summary: Application PZC-24-28621 was filed for approval of the final plat of Spartan Hollow Phase Two and staff found the application to be in conformance with the preliminary plat. Board action: Approve said plat, authorize the Chairperson to sign said plat and all associated documents, and record the following documents: A. Resolution & Documents: Solon Developer’s Agreement, Owner’s Certificate, Attorney’s Title Opinion, Certificate of County Auditor, Certificate of County Treasurer, Subdivider’s Agreement, Fence Agreement, Declaration of Easements, Mortgagee Consent to Subdivision, Resolution Affirming the Stability of the Road System, Amended and Restated Articles of Incorporation; B. Subdivision Plat (5).
Motion by Green-Douglass, second by Remington, to approve Resolution No. 05-29-25-01. Approved unanimously.
Motion by Green-Douglass, second by Sullivan, to approve Order Form No. 00506103.0 with Workday, Inc. Pleasanton, CA, to amend Workday subscription services outlined in Order Form No. 00433329.0, at no cost to Johnson County. Approved unanimously.
Motion by Remington, second by Green-Douglass, to approve the Fiscal Year 2026 Fiscal Agent Agreement with Johnson County Empowerment/Early Childhood Iowa Area Board in an amount not to exceed $10,035.00. Approved unanimously.
Motion by Remington, second by Green-Douglass, to approve the Fiscal Year 2026 Administrative Services Agreement with Johnson County Empowerment/Early Childhood Iowa Area Board in an amount not to exceed $193,845.00. Approved unanimously.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the Capital and Maintenance Improvement Plan for County Facilities and Properties for Fiscal Years 2026-2030. Approved unanimously.
Motion by Remington, second by Sullivan, to approve Amendment No. 1 to the agreement with OPN Architects, Inc., Iowa City, to provide professional services for the Dr. Lulu Merle Johnson Exhibit Project in the amount of $12,000. Approved unanimously.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the Fireworks Permit Application for J&M Displays Inc, on May 31, 2025, for display at 3867 James Avenue SW, Iowa City. Approved unanimously.
Exempt Closed Session
Motion by Fixmer-Oraiz, second by Sullivan, to enter into an exempt closed session at 9:35 a.m.
pursuant to Iowa Code Section 21.9, a meeting of a governmental body to discuss strategy in matters relating to employment conditions of employees of the governmental body who are not covered by a collective bargaining agreement under chapter 20 is exempt from this chapter. For the purpose of this section, “employment conditions” means areas included in the scope of negotiations listed in section 20.9: 1. Discuss impacts and employment conditions for positions terminated by state legislation; 2. Discuss policy changes related to employment conditions for positions terminated by state legislation. Roll call: Aye: Fixmer-Oraiz, Green, Green-Douglass, Remington, Sullivan.

Per guidance with legal counsel, Chairperson Green declared the Board was back in open session at 10:28 a.m. and adjourned the meeting. Adjourned at 10: 28 a.m.
