Vice Chairperson Fixmer-Oraiz called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building Boardroom at 5:30 p.m. Members present: V Fixmer-Oraiz, Lisa Green-Douglass, Mandi Remington, and Rod Sullivan. Members absent: Jon Green.
Motion by Green-Douglass, second by Sullivan, to approve the agenda as presented. Approved unanimously.

Convened a public hearing at 5:32 p.m. on Zoning Application PZC-25-28688 of James Calef, requesting rezoning of 1.44 acres from A-Agricultural to R-Residential. The property is located at 5086 210th St NE, in the NE 1/4 of the SW 1/4 of Section 33, Township 81 North, Range 5 West of the 5th P.M. in Cedar Township, Johnson County, Iowa. Planning, Development, and Sustainability (PDS) Planner Joseph Wilensky reviewed the application. Scott Ritter of Hart-Frederick Consultants P.C. was present to answer questions. No one from the public spoke. Public Hearing closed at 5:34 p.m.
Motion by Remington, second by Green-Douglass, to waive the requirement of three considerations before approving an ordinance amending the Johnson County Unified Development Ordinance, Zoning Application PZC-25-28688 of James Calef. Roll call: Aye: Fixmer-Oraiz, Green-Douglass, Remington, Sullivan; absent: Green.
Motion by Sullivan, second by Remington, to approve the proposed ordinance associated with Zoning Application PZC-25-28688 of James Calef on first and second consideration. Roll call: Aye: Fixmer-Oraiz, Green-Douglass, Remington, Sullivan; absent: Green.
Convened Public Hearing at 5:35 p.m. on Subdivision Application PZC-25-28685 of Katherine Kral, requesting preliminary & final plat approval of Beer Kral Subdivision. The property is located on the south side of 250th St NW, approximately 2,000 ft west of Half Moon Ave NW, in the NW 1/4 of the SW 1/4 of Section 8, Township 80 North, Range 7 West of the 5th P.M. in Madison Township, Johnson County, Iowa. PDS Planner Joseph Wilensky reviewed the application. Scott Ritter of Hart-Frederick Consultants P.C. was present to answer questions. No one from the public spoke. Public Hearing closed at 5:38 p.m.
RESOLUTION NO. 06-12-25-01
APPROVING THE PRELIMINARY AND FINAL PLAT AND SUBDIVIDER’S AGREEMENT OF BEER KRAL SUBDIVISION, JOHNSON COUNTY, IOWA
Summary: Application PZC-25-28685 was filed for approval of the preliminary and final plat of Beer Kral Subdivision and staff studied the request and recommends the plat be approved. Board action: Approve said plat, authorize the Chairperson to sign said plat and all associated documents, and record the following documents: A. Resolution & Documents: Certificate of Dedication of Owners, Attorney’s Opinion, Certificate of County Auditor, Certificate of Treasurer, Subdivider Agreement, Covenant Concerning Fences, Grant of Easement for Public Highway, Resolution Affirming the Stability of the Road System; B. Subdivision Plat (5).
Motion by Green-Douglass, second by Remington, to approve Resolution No. 06-12-25-01. Approved unanimously.
Motion by Green-Douglass, second by Remington, to approve the job description for the position of Paramedic Apprentice in the Ambulance Department, effective June 12, 2025. Approved unanimously.
Motion by Remington, second by Green-Douglass, to approve the Fiscal Year 2026 (FY26) 28E agreement for Mobility Coordinator position between Coralville and Johnson County.
Approved unanimously.

Motion by Sullivan, second by Green-Douglass, to approve the FY26 28E agreement for Mobility Coordinator position between Iowa City and Johnson County. Approved unanimously.
Fixmer-Oraiz declared agenda item C.9 regarding the Agreement to Provide Juvenile Detention Services between Linn County and Johnson County for fiscal year 2026 is deferred to the June 17th Formal Meeting.
Motion by Remington, second by Green-Douglass, to accept the bid of $409,028.75 and award a contract to the lowest responsive, responsible bidder, Peterson Contractors, Inc., Reinbeck, for the Maier Avenue SW Bridge Replacement, known as Project L-R-19-2--73-52.
Approved unanimously.
RESOLUTION NO. 06-12-25-02
RESOLUTION TO JOIN THE BIRD-FRIENDLY IOWA NETWORK
Summary: Johnson County provides critical resources to birds in our area year-round and is committed to maintaining and restoring critical habitats to birds and providing high quality resources and education about bird conservation, all of which enhances and benefits Johnson County as a whole. Board action: Approve membership in the Bird Friendly Iowa network and to the extent permitted by Iowa Code and other relevant law, will increase quality wildlife habitat, reduce threats to birds, continue to increase education regarding birds, and encourage citizen engagement with birds through various means of support.
Motion by Green-Douglass, second by Sullivan, to approve Resolution No. 06-12-25-02. Approved unanimously.
Motion by Remington, second by Green-Douglass, to approve Amendment No. 01 to the Professional Services Agreement with Axiom Consultants, LLC, Iowa City, for the Johnson County Sheriff’s Office and Jail Building Envelope Stabilization Project in an amount of $12,820.00. Approved unanimously.
