Chairperson Green called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz*, Jon Green, Lisa Green-Douglass, Mandi Remington*, and Rod Sullivan.

Motion by Sullivan, second by Remington, to approve the agenda as amended to remove Item D.5. An amendment to the agreement with Axiom Consultants in the amount of $283,695. Approved unanimously.
Public Comment - No one from the public spoke.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the following consent agenda items:

Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate described below from A-Agricultural to R-Residential located in Scott Township to wit: Description- A portion of the Southeast One-Quarter of the Southeast One-Quarter of Section 13, Township 79 North, Range 5 West of the 5th Principal Meridian, Johnson County, Iowa, More Particularly Described as: Commencing at the Southeast Corner of Section 13, Township 79 North, Range 5 West of the 5th Principal Meridian, Johnson County, Iowa; thence N01°14’57”W, along the East Line of the Southeast One-Quarter of Said Section 13, a Distance of 316.00 Feet to the Point of Beginning; thence S88°45’03”W, 200.00 Feet; thence N01°14’57”W, 345.00 Feet; thence N88°45’03”E, 200.00 Feet to a Point on Said East Line of the Southeast One-Quarter of Section 13; thence S01°14’57”E, along Said East Line, 345.00 Feet to the Point of Beginning, Containing 1.58 acres and is Subject to Easements and Restrictions of Record is hereby changed from A-Agricultural to R-Residential. RESOLUTION NO. 02-20-25-01
RESOLUTION SETTING A PUBLIC HEARING ON
VARIOUS DEVELOPMENT
APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing for March 13, 2025, at 5:30 p.m. CT in Room 203 B/C, Johnson County Health & Human Services Building, 855 South Dubuque Street, Iowa City, on the following applications: platting applications filed by David Brown (PZC-24-28639) & Marcus A. Divoky (PZC- 25-28647). Authorize the Auditor to publish the official notice of the above public hearing. Motion by Sullivan, second by Green-Douglass, to approve Resolution No. 02-20-25-01, effective February 27, 2025. Approved unanimously.
Motion by Fixmer-Oraiz, second by Sullivan, to approve the State Registered Apprenticeship Standards, developed in cooperation with the United States Department of Labor, and Iowa Workforce Development, for an ARPA-funded Paramedic Apprenticeship Program in the Johnson County Ambulance Department. Approved unanimously.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the Service Agreement between the Johnson County Board of Supervisors and North Liberty Community Food Pantry, North Liberty, for building a new pantry in an amount not to exceed $50,0000. Approved unanimously.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the Project Support and Correlating Non-Bargaining Vacation Accruals as contained in the agenda packet of this meeting, effective February 20, 2025. Approved 3:2. Roll call: Aye: Fixmer-Oraiz, Green-Douglass, Remington; Nay: Green, Sullivan.
Motion by Sullivan, second by Remington, to approve the job description for the new position of Board Office Community Engagement and Policy Coordinator, effective February 20, 2025. Approved unanimously.
Motion by Green-Douglass, second by Sullivan, to appoint the following individuals as Reserve Deputy Sheriff as recommended by County Sheriff Brad Kunkel: Spencer Benson, Abigail Bogaards, Delilah Ciezak, Emily Gehling, Ryan Lovejoy and Austin Lycke. Approved unanimously.
The Board discussed a request from Fixmer-Oraiz to start quarterly financial updates. Fixmer-Oraiz said it would be advantageous to receive these updates before going into the annual budget process and suggested starting after the Workday implementation is complete.
