Chairperson Green called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building Boardroom at 9:00 a.m. Members present: Jon Green, Lisa Green-Douglass, and Rod Sullivan. Members absent: V Fixmer-Oraiz, Mandi Remington.
Motion by Green-Douglass, second by Sullivan, to approve the agenda as presented. Approved unanimously.
Public Comment – County Auditor Julie Persons reminded the public the Johnson County Auditor’s Office will be open Saturday March 1, 2025, 8 am to 5 pm, for in-person early voting.

PROCLAMATION NO. 02-27-25-01
INTERNATIONAL WOMEN’S DAY AND
WOMEN’S HISTORY MONTH
MARCH 2025
Summary: March 8 is observed around the world as International Women’s Day to celebrate women’s achievement, raise awareness about discrimination, and take action to promote gender parity. The Johnson County United Nations Association and over 20 local businesses, non-profit organizations, and University of Iowa entities are sponsoring Night of 1000 Dinners, a community celebration of International Women’s Day on Thursday, March 6, at the Unitarian Universalist Society. Board Action: Proclaim March 8 and the month of March 2025 to be International Women’s Day and Women’s History Month in Johnson County, Iowa, and urge all persons to recall the achievements of women and recommit to the goal of full gender parity.
Motion by Green-Douglass, second by Sullivan, to approve Proclamation No. 02-27-25-01. Approved unanimously. Johnson County United Nations Association Board member Jim Olson spoke.
Motion by Green-Douglass, second by Sullivan, to accept the bid of $423,000 and award a contract to the lowest responsive, responsible bidder, Swanson Construction, Bettendorf, for the Johnson County Courthouse Third Level Office Renovation Project.
RESOLUTION NO. 02-27-25-01
RESOLUTION APPROVING THE SECONDARY ROADS BUDGET
FOR FISCAL YEAR 2026
Summary: The Secondary Roads Department is required to have their budget approved by the Johnson County Board of Supervisors on or before March 31, 2025, and entered into the Iowa Department of Transportation (Iowa DOT) Transportation Program Management System prior to April 15, 2025. Board Action: Resolved to approve the Secondary Roads Department Fiscal Year 2026 budget. Motion by Sullivan, second by Green-Douglass, to approve Resolution No. 02-27-25-01, effective February 27, 2025. Approved unanimously.
Motion by Green-Douglass, second by Sullivan, to approve the 2025-2029 (Fiscal Year 2026-2030) Five-Year Construction Program and Maintenance Rehabilitation Program Right-of-Way Needs Map and List, and Future Projects List. Approved unanimously.
Motion by Sullivan, second by Green-Douglass, to approve 28E Agreement for the Sharing of Maintenance Responsibilities of Certain Roads between Johnson County and the City of West Branch for Cedar-Johnson Road Improvements. Approved unanimously.
Motion by Sullivan, second by Green-Douglass, to approve the Memorandum of Agreement regarding Veteran Affairs Office Operating as Veteran Services Office between the Johnson County Board of Supervisors and the Johnson County Commission of Veteran Affairs. Approved unanimously.
Motion by Green-Douglass, second by Sullivan, to approve the Master Services Agreement with Pictometry International Corp. dba EagleView, Rochester, NY (corp. formed under the laws of the State of Delaware), for aerial photography products and services in an amount of $518,746. Approved unanimously.
Motion by Green-Douglass, second by Sullivan, to approve Quote Number Q101276 with Nearmap US, Inc., Lehi, UT, for aerial photography subscription, as contained in the agenda packet of the meeting. Approved unanimously.
Motion by Sullivan, second by Green-Douglass, to appoint Faraji Hubbard, Coralville, to the Judicial Magistrate Appointing Commission, to fill a vacancy of a six-year term expiring December 31, 2026. Approved unanimously.
Motion by Green-Douglass, second by Sullivan, to appoint Cathryn Schau, North Liberty, to the Livable Community for Successful Aging Policy Board for a three-year term ending June 30, 2027. Approved unanimously.
