FORMAL MEETING MINUTES
MARCH 6, 2025
Chairperson Green called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Mandi Remington, and Rod Sullivan.
Motion by Remington second by Fixmer-Oraiz, to approve the agenda amended to remove agenda items D.2.- Consider amendments to Human Rights Ordinance and D.5.- Consider Professional Services Agreement with Community Scale, LLC in the amount of $145,340 inclusive of expenses, for services related to completing a Housing Assessment Study for the unincorporated areas and small towns of Johnson County. Approved unanimously.
Public Comment - No one from the public spoke.
Motion by Fixmer-Oraiz, second by Sullivan, to approve the following consent agenda items:
1. The claims on the Auditor’s Claim Register for March 6, 2025, in the amount of $864,435.25.

2. The minutes of the Formal Meeting for February 27, 2025.
3. Payroll authorizations submitted by department heads and elected officials.
4. Receive and place on file with the County Auditor the County Recorder’s Report of Fees Collected for January 2025, in the amount of $232,860, as submitted by County Recorder Kim Painter.
Approved unanimously.
Motion by Fixmer-Oraiz, second by Sullivan, to set a public hearing on the proposed ordinance amending Chapter 4. Public Order, Safety and Health, Article 4:5 Human Rights, of the Code of Ordinances of Johnson County, for March 27, 2025, at 9:00 a.m. in the second floor Boardroom 203C of the Johnson County Health and Human Services Building; authorize the County Auditor to publish the notice. Approved unanimously.
Motion by Sullivan, second by Fixmer-Oraiz, to set a public hearing on Johnson County Proposed Property Tax Levy for Fiscal Year 2026 for March 26, 2025, at 5:30 p.m. at in the second floor Boardroom 203C of the Johnson County Health and Human Services Building and authorize the County Auditor to publish the notice of public hearing. Approved unanimously.
County Auditor Julie Persons spoke about requirements within the Code of Iowa for counties to send out a press release as well as advertise on existing County social media platforms about the budget notice mailing being sent to County property owners.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve Change Order 007 for the Administration and Health and Human Services Buildings Remodel Project with McComas-Lacina Construction LC, Iowa City, in the amount of $31,031.98. Approved unanimously.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the revised job description for the position of Conservation Field Worker I, effective March 6, 2025. Approved unanimously.
Motion by Green-Douglass, second by Sullivan, to approve the revised job description for the position of Office Coordinator with the County Attorney’s Office, effective March 6, 2025. Approved unanimously.
Fixmer-Oraiz asked if changes to the proposed ordinance could be made after setting the public hearing, referencing agenda item D.1. already approved by the Board during this meeting. Board members discussed the matter. Motion by Fixmer-Oraiz, second by Sullivan, for reconsideration to set a public hearing on the proposed ordinance amending Chapter 4. Public Order, Safety and Health, Article 4:5 Human Rights, of the Code of Ordinances of Johnson County, for March 27, 2025, at 9:00 a.m. in the second floor Boardroom 203C of the Johnson County Health and Human Services Building; authorize the County Auditor to publish the notice. Motion failed, 0-5.
