Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 5:30 p.m. Members present: Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan. Members Absent: V Fixmer-Oraiz.
All actions were taken by the following vote: Roll call: Aye: Green, Green-Douglass, Porter, Sullivan; Absent: Fixmer-Oraiz.

PROCLAMATION NO. 11-14-24-01
APPRENTICESHIP WEEK
NOVEMBER 17-23, 2024
Summary: The strength and vitality of Johnson County’s economy depend on the development of a skilled and resilient workforce. Johnson County joins with local affiliates of North America’s Building Trades Unions (NABTU) to support initiatives that foster economic growth, promote workforce diversity, and strengthen partnerships between local businesses, educational institutions, labor unions, and government agencies. Board Action: Proclaim the week of November 17-23, 2024, as Apprenticeship Week in Johnson County and encourages residents to recognize and support the impact of apprenticeships on the community’s success. Motion by Green-Douglass, second by Green, to approve Proclamation No. 11-14-24-01. The following people spoke: Local Union apprenticeship program graduate and participants Chad Campion, Dayne Taylor, Cole Eckhard and University of Iowa Labor Center Director Robin Clark-Bennett.

HUNGER AND HOMELESSNESS AWARENESS WEEK
NOVEMBER 17-23, 2024
Summary: Johnson County faces an unprecedented number of households experiencing homelessness and hunger each day. Numerous organizations in Johnson County are dedicated to supporting individuals experiencing poverty and homelessness. Board Action: Recognize the week of November 17-23, 2024, as Hunger and Homelessness Awareness Week in Johnson County and urge residents to recognize the vital roles we each play in making a difference in the lives who experience hunger and homelessness in our community. Motion by Green-Douglass, second by Porter, to approve Proclamation No. 11-14-24-02. The following persons spoke: United Action for Youth Runaway and Homeless Youth Services Director Hailey Franzen, GuideLink Center Director Abbey Ferenzi, and Johnson County Social Services Community Services Manager Rachel Carr.

Motion by Green, second by Green-Douglass, to make the following appointments to the SEATS Paratransit Advisory Committee for a two-year term ending June 30, 2026: appoint Lisa Stone and reappoint Jerri MacConnell, Marc Rahe, and Doug Thompson.
Motion by Green-Douglass, second by Green, to recommend Cara Flynn be appointed to the North Liberty Library Board of Trustees for a four-year term ending June 30, 2026.
Convened Public Hearing at 5:52 p.m. on Zoning Application PZC-24-28582 of John and Cindy Pansegrau, requesting rezoning of 1.99 acres from A-Agricultural to R-Residential. The property is located on the north side of Mohawk Rd NE, approximately 2,300 ft east of its intersection with Hickory Hollow Rd NE, in the SE 1/4 of the NW 1/4 of Section 13, Township 81 North, Range 7 West of the 5th P.M. in Jefferson Township, Johnson County, Iowa.

RESOLUTION NO. 11-14-24-01
APPROVING THE PRELIMINARY AND FINAL PLAT AND SUBDIVIDER’S AGREEMENT OF THE BRIAR PATCH, JOHNSON COUNTY, IOWA
Summary: Application PZC-24-28564, the preliminary and final plat of The Briar Patch, Johnson County, is submitted for approval. Board Action: Approved the plat, directed the plat and Subdivider’s Agreement be signed, and named the documents to be recorded. Motion by Green-Douglass, second by Porter, to approve Resolution No. 11-14-24-01 effective November 14, 2024.
Sullivan recalled agenda item G.1.a - Consider Settlement Agreement with the Iowa Economic Development Authority, Cedar Ridge Vineyard, LLC and Johnson County regarding tax credit incentives was approved at a previous Formal Meeting so no further action is needed.
Motion by Green-Douglass, second by Green, to approve changes non-bargaining performance evaluations and merit timing, as contained in the agenda packet of the meeting.
Motion by Porter, second by Green, to approve the pay ranges for the Non-Bargaining Pay Plan effective July 1, 2024, as contained in the agenda packet of the meeting.
Motion by Green, second by Green-Douglass, to approve the revisions to the Alcohol and Substance Use section of the Johnson County Employee Handbook, as contained in the agenda packet of this meeting, effective November 14, 2024.
Motion by Porter, second by Green, to approve the Flexible Spending Account Plan contract renewal with TRISTAR Benefit Administrators, Des Moines, for 2025.
Motion by Porter, second by Green-Douglass, to approve the relocation of Johnson County employee personnel files to the Human Resources Department.
Motion by Porter, second by Green-Douglass, to approve Change Order No. 002 with Avaap U.S.A. LLC, Columbus, OH, for Workday Implementation Services, as contained in the agenda packet of the meeting.
