FORMAL MEETING MINUTES
SEPTEMBER 24, 2026
Proclamations, ordinances and resolutions adopted by the Board of Supervisors are only summarized in the published minutes; the full text may be inspected at the Office of the County Auditor, 913 S. Dubuque Street, Iowa City, Mon. thru Fri., between 8:00 a.m. and 5:00 p.m. and at www.johnsoncountyiowa.gov.
Chairperson Green called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Building Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, and Mandi Remington. Members absent: Rod Sullivan.
Green sought and received unanimous consent for approval of the agenda as presented.
Public Comment - No one from the public spoke.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the following consent agenda items:
1. Payroll authorizations submitted by department heads and elected officials.
2. The claims on the Johnson County Auditor’s Claim Register for September 24, 2026, in the amount of $1,366,835.41:

3. The minutes of the Formal Meeting for September 17, 2026.
4. Application for alcohol license for Traveling Tapster at the County Celebration Barn.
5. Acknowledge receipt of Minutes of the Planning & Zoning Commission meeting of August 10, 2026 and the Report of the Planning and Zoning Commission meeting of September 14, 2026.
6. GuideLink Center Proof of Payment Certification from Community & Family Resources, Fort Dodge, for July 2026 detox and sobering services in the amount of $7,448.91.
7. Appoint Transportation and Fleet Director Dawn Alam as the Johnson County representative for the Iowa City Community School District Boundary Analysis Community Committee.
Approved unanimously.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the commitment letter to the Silos and Smokestacks National Heritage Area and authorize matching grant funds from the Agricultural Storytelling Program Large Project Award for the Johnson County Historic Poor Farm Interpretive Signage Project. Approved unanimously.
RESOLUTION NO. 09-24-26-01
RESOLUTION SETTING PUBLIC HEARING ON VARIOUS
DEVELOPMENT APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing for October 8, 2026, at 5:30 p.m. CT in Boardroom 301, Johnson County Health & Human Services Building, 855 South Dubuque Street, Iowa City, Iowa, on each of the following applications: zoning application filed by Luke Mayhew (REZ26-000007) and platting application filed by Mark Slabaugh (PZC-25-28747). Authorize the Johnson County Auditor to publish the official notice of the above public hearing.
Motion by Remington, second by Fixmer-Oraiz, to approve Resolution No. 09-24-26-01. Approved unanimously.
RESOLUTION NO. 09-24-26-02
RESOLUTION APPROVING THE SITE PLAN SUBMITTED BY CAREX PROPERTIES LLC FOR THE PROPERTY ADDRESSED AS 3182 IWV RD SW
Summary: Application SP26-000007 was filed for site plan approval to construct two additional structures for an existing business on the parcel addressed as 3182 IWV Rd SW. The site plan has been reviewed by Johnson County Public Health and the Johnson County Planning, Development and Sustainability Department and confirms with the Johnson County Unified Development Ordinance. Board Action: Approve the site plan. Authorize the Zoning Administrator to issue permits for this site in accordance with the standards set forth in the Johnson County Unified Development Ordinance.
Motion by Remington, second by Fixmer-Oraiz, to approve Resolution No. 09-24-26-02. Approved unanimously.
Motion by Fixmer-Oraiz, second by Remington, to approve Amendment No. 1 to the 28E Project Agreement with the City of Coralville for the Dubuque Street NE and Forevergreen Road Roundabout Project. Approved unanimously.
Motion by Remington, second by Green-Douglass, to approve Application Management Services contract with Avaap USA, LLC, Columbus, OH, for support of Workday platform October 2026 through September 2027 in the amount of $110,080. Approved unanimously.
