Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
PROCLAMATION NO. 05-16-24-01
EMERGENCY MEDICAL SERVICES (EMS) WEEK
MAY 19-25, 2024
Summary: Johnson County recognizes emergency medical services is an essential public service, and this is the 50th anniversary of EMS Week. Board Action: Proclaim May 19-25, 2024, to be Emergency Medical Services Week in Johnson County, Iowa, and encourage the community to observe this week with activities and programs that recognize the value and the accomplishments of emergency medical services providers. Motion by Green-Douglass, second by Porter, to approve Proclamation No. 05-16-24-01. Johnson County Ambulance Director Fiona Johnson spoke.

OLDER AMERICANS’ MONTH
MAY 2024
Summary: May is Older Americans Month and communities benefit when people of all ages, abilities, and backgrounds have the opportunity to participate and live independently. Johnson County Livable Community is a resource available to all of our community. Board Action: Proclaim May 2024 to be Older Americans Month in Johnson County, Iowa, and we call upon residents to recognize the contributions of our older citizens and promote programs and activities that foster connection, inclusion, and support for older adults. Motion by Green, second by Fixmer-Oraiz, to approve Proclamation No. 05-16-24-02. Livable Community for Successful Aging Policy Board member Bob Untiedt spoke.

PREVENTION WEEK
MAY 12-18, 2024
Summary: The health and well-being of our community are of paramount importance. The focus of Prevention Week is to change the prevention landscape by providing evidence-based and accessible resources to facilitate collective action and story-sharing. Board Action: Proclaim May 12-18, 2024, to be Prevention Week in Johnson County, Iowa, and call upon our community to join us in celebrating the compelling programs and events that support increasing awareness of, and action around, mental health and/or substance use disorders year-round. Motion by Porter, second by Fixmer-Oraiz, to approve Proclamation No. 05-16-24-03. Johnson County Public Health Educator Susan Vileta spoke.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the claims on the Auditor’s Claim Register for May 16, 2024.

Motion by Green, second by Fixmer-Oraiz, to approve applications for alcohol license for Peppercorn Food Company and The Cider House LLC, as contained in the agenda packet of this meeting.
Motion by Green-Douglass, second by Porter, to receive and place on file the Clerk’s Report of Fees Collected for the month of April 2024, in the amount of $45,156.06, as submitted by Clerk of District Court Alison Meade.

AN ORDINANCE AMENDING THE JOHNSON COUNTY UNIFIED DEVELOPMENT ORDINANCE BY CHANGING THE CLASSIFICATION OF CERTAIN PROPERTY FROM MH-HEAVY INDUSTRIAL TO ML-LIGHT INDUSTRIAL
Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate described below from MH-Heavy Industrial to ML-Light Industrial in Washington Township to wit:
DESCRIPTION
Lot 2, in Farmers Henhouse Third Subdivision, Johnson County, Iowa, according to the plat thereof recorded in Book 48, Page 156, Plat Records of Johnson County, Iowa is hereby changed from MH-Heavy Industrial to ML-Light Industrial.
Effective Date: After its passage, approval, and publication as part of the proceedings of the Board of Supervisors. Motion by Porter, second by Green-Douglass, to approve the proposed ordinance associated with Zoning Application PZC-24-28502 on third and final consideration and approve Ordinance No. 05-16-24-01 amending the Johnson County Unified Development Ordinance. Roll call: Aye: Fixmer-Oraiz, Green, Green-Douglass, Porter, Sullivan.
Motion by Green, second by Green-Douglass, to approve the Fiscal Year 2024 Agreement for Johnson County Social Services Emergency Assistance Funding with Domestic Violence Intervention Program, in an amount not to exceed $10,000. Roll call: Aye: Green, Green-Douglass, Porter, Sullivan; Abstain: Fixmer-Oraiz.
Motion by Green-Douglass, second by Porter, to approve the Fiscal Year 2024 Agreements for Johnson County Social Services Emergency Assistance Funding with the following entities:
1. Center for Worker Justice, in an amount not to exceed $10,000.
2. CommUnity Crisis Services and Food Bank, in an amount not to exceed $20,000.
3. Community Family Resources, in an amount not to exceed $2,204.
4. Iowa Legal Aid, in an amount not to exceed $10,000.
5. United Action for Youth, in an amount not to exceed $18,000.
Motion by Porter, second by Green-Douglass, to approve the Fiscal Year 2024 Agreement for Johnson County Social Services Poverty Reduction Initiative Funding with the following entities:
1. North Liberty Community Pantry, in an amount not to exceed $9,579
2. Table-to-Table Food Distribution Network, in an amount not to exceed $70,217.
Motion by Green, second by Fixmer-Oraiz, to approve the Fiscal Year 2025 Transit Purchase of Service Contract between East Central Iowa Council of Governments (ECICOG) and Johnson County SEATS.
Motion by Fixmer-Oraiz, second by Porter, to approve the Contract for Transit Services with UnityPoint Health / Abbe Health Services / Pathways Adult Day Center for Fiscal Year 2025.
Motion by Green-Douglass, second by Porter, to approve the 28E Agreement / Contract for Same Day On-Demand Transit Services between Johnson County SEATS and City of North Liberty, as contained in the agenda packet of this meeting.
Motion by Fixmer-Oraiz, second by Green, to approve the 28E Agreement for Paratransit Service with the City of University Heights for Fiscal Year 2025.
