Chairperson Green-Douglass called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 9:01 a.m. Members present: V. Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
All actions were taken unanimously.
PROCLAMATION NO. 04-20-23-01
EARTH WEEK
APRIL 22-28, 2023
Summary: The Earth, and its healthy and diverse ecosystem, is vital to a thriving community, a vigorous local economy, and a sustainable environment. Human activities can negatively affect the environment, natural resources, biological diversity, and human health and happiness. This year’s Earth Day is Saturday, April 22, 2023, and the theme is “Invest in Our Planet” in order to act boldly, innovate broadly, and implement equitably.
Board Action: Proclaimed April 22-28, 2023, to be Earth Week in Johnson County, Iowa, and urged all residents to reflect on how to contribute to a healthy, sustainable environment and make our community an even better and equitable place to live, work, and raise a family. Motion by Green, second by Sullivan, to approve Proclamation 04-20-23-01. The following persons spoke: Dominique Badajoz; Alicia Velasquez; Thom Johnson; Adam Potter; and Planning, Development and Sustainability Department Sustainability Coordinator Becky Soglin.

HOUSING TRUST FUND WEEK
APRIL 28-MAY 4, 2023
Summary: The Housing Trust Fund of Johnson County, founded in 2004, has been creating and preserving housing that is affordable and has committed more than 14 million dollars for housing that is affordable and more than 1,100 units of housing have been created and preserved for citizens of Johnson County with support from the Housing Trust Fund. Board Action: Proclaimed April 28 to May 4, 2023 to be Housing Trust Fund Week in Johnson County, and encouraged citizens to learn more about the Housing Trust Fund of Johnson County. Motion by Sullivan, second by Fixmer-Oraiz, to approve Proclamation 04-20-23-02. Housing Trust Fund of Johnson County Executive Director Ellen McCabe spoke.
Motion by Fixmer-Oraiz, second by Porter, to approve the claims on the Auditor’s Claim Register for April 20, 2023, as approved by a majority of the Supervisors.

Motion by Porter, second by Fixmer-Oraiz, to approve the minutes of the Formal Meeting of April 13, 2023.
Motion by Green, second by Porter, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Sullivan, second by Fixmer-Oraiz, to approve the application for a Class C Retail Alcohol License with Outdoor Service Area for Bobbers Grill, as submitted by Jeff Dostal.
Motion by Green, second by Porter, to receive and place on file the Auditor’s Quarterly Report of Fees Collected for the quarter ending March, 2023, in the amount of $9,961.81, as submitted by County Auditor Travis Weipert.

RESOLUTION SETTING A PUBLIC HEARING ON VARIOUS DEVELOPMENT APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set public hearing for May 4, 2023, at 9:00 a.m. on the following applications: a. Rezoning applications filed by Mike Mullinnix (PZC-23-28339) and by Phyllis Marak (PZC-23-28340) and b. Subdivision application filed by Mike Mullinnix (PZC-23-28341). Authorized the Auditor to publish the official notice of above public hearing. Motion by Green, second by Fixmer-Oraiz, to approve Resolution 04-20-23-01 effective April 20, 2023.

AN ORDINANCE AMENDING THE JOHNSON COUNTY UNIFIED DEVELOPMENT ORDINANCE BY CHANGING THE CLASSIFICATION OF CERTAIN PROPERTY FROM A-AGRICULTURAL TO R-RESIDENTIAL
Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate located in Newport Township as described below from A-Agricultural to R-Residential to wit:
LEGAL DESCRIPTIONS: REZONE A-AGRICULTURAL to R-RESIDENTIAL. Effective Date. After its passage, approval, and publication as part of the proceedings of the Board of Supervisors, this ordinance shall become effective only upon recording of a subdivision of the subject property approved by the Board of Supervisors which contains one zoning classification per lot or parcel in such subdivision.
Board Action: On April 13, 2023, motion by Sullivan, second by Green, to approve the proposed ordinance associated with Zoning Application PZC-23-28329 on first and second consideration. Roll call: Aye: Fixmer-Oraiz, Green, Green-Douglass, Sullivan; Absent: Porter.
Motion by Porter, second by Fixmer-Oraiz, to approve the proposed ordinance associated with Zoning Application PZC-23-28329 on third and final consideration and approve Ordinance 04-20-23-01 amending the Johnson County Unified Development Ordinance. Roll call: Aye: Fixmer-Oraiz, Green, Green-Douglass, Porter, Sullivan.
Motion by Sullivan, second by Green, to approve the job description, as revised on April 20, 2023, for the position of Field (Paramedic) Supervisor, as included in the agenda packet of this meeting.
Motion by Green, second by Sullivan, to approve the Memorandum of Understanding, with the Governing Board of the MH/DS of the East Central Region of Iowa, Regarding Reimbursement From MH/DS of the East Central Region for County Employees, including Exhibit A: Johnson County Employees, and Exhibit B: Mental Health Advocate Responsibilities.
Motion by Porter, second by Green, to approve the subscription for Asset Essentials software with Brightly Software Inc., Cary, North Carolina, for the Facilities Department in an amount of $33,333.14.
