Chairperson Green-Douglass called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 5:32 p.m. Members present: V. Fixmer-Oraiz*, Jon Green, Lisa Green-Douglass, and Rod Sullivan; members absent: Royceann Porter. *Denotes electronic participation

PROCLAMATION NO. 05-11-23-01
SECOND CHANCE MONTH
APRIL 2023
Summary: Johnson County recognizes the need to invest in crime prevention, break the cycle of recidivism and prevent young people from being involved in the juvenile justice system. This proclamation encourages all residents to observe April 2023 as Second Chance Month through actions and programs that promote awareness of unnecessary legal and social barriers to employment, education, and housing, and provide closure for individuals with a criminal record who have paid their debt. Board Action: Proclaimed Second Chance Month in Johnson County and urged residents to recognize the need to invest in mental health and substance use services, job training, affordable housing, and other resources for justice-impacted citizens to rebuild their lives. Motion by Green, second by Sullivan, to approve Proclamation No. 05-11-23-01. University of Iowa Coalition to Abolish Prison Slavery Founder Zack Palmer spoke.
PROCLAMATION NO. 05-11-23-02
BICYCLE MONTH AND WEEK
MAY 2023
Summary: The bicycle is an effective and affordable means of transportation, recreation, and fitness that fosters well-being and reduces air pollution, traffic, noise and energy use. Johnson County is committed to providing bicycle amenities at County buildings and maintaining its League of American Bicyclists Gold Bicycle Friendly Business status. Board Action: Proclaimedd May 2023, as Bike Month in Johnson County, Iowa; asked all motorists to drive safely with full attention to the road by putting away electronic devices; and urged all residents to ride their bicycles for work, play and school, and with friends and family. Motion by Sullivan, second by Green, to approve Proclamation No. 05-11-23-02. Iowa City Bike Library Executive Director Audrey Wiedemeier spoke.
Motion by Sullivan, second by Green to approve the claims on the Auditor’s Claim Register for May 11, 2023, as approved by a majority of the Supervisors.

Motion by Sullivan, second by Green, to receive and place on file the Clerk’s Report of Fees Collected for the month of April, 2023, in the amount of $41,851.19, as submitted by Clerk of District Court Alison Meade.

Motion by Sullivan second by Green, to approve the Fiscal Agent Agreement for fiscal year 2024 between the Johnson County Empowerment Board/Early Childhood Iowa Area Boardand the Johnson County Board of Supervisors, effective July 1, 2023.
Motion by Green, second by Fixmer-Oraiz, to approve the Administrative Services Agreement for fiscal year 2024 between Johnson County Empowerment/Early Childhood Iowa Area Board and the Johnson County Board of Supervisors, effective July 1, 2023, in an amount not to exceed $116,927.00.
Motion by Sullivan, second by Fixmer-Oraiz, to approve the job description for the new position of Grants Specialist at pay grade 8.
Motion by Sullivan, second by Green, to set the Johnson County minimum wage to $12.25 per hour effective July 1, 2023.
