Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:01 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter*, and Rod Sullivan.

KIDNEY HEALTH MONTH
MARCH 2024
Summary: March is National Kidney Month and March 14, 2024, is World Kidney Day. Approximately 37 million Americans have, and 1 in 3 adults in the U.S. are at risk of kidney disease, especially for people of color. Early detection can help successfully treat kidney disease but most people are unaware of the risk factors. Board Action: Proclaimed March 2024 as Kidney Health Month in Johnson County, urged everyone to find out if they are part of the 33% at risk for kidney disease, and helped to create kidney equity for all. Motion by Green, second by Green-Douglass, to approve Proclamation No. 03-07-24-01. University of Iowa Hospitals and Clinics Nephrologist M. Lee Sanders, MD, PhD, spoke.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the claims on the Auditor’s Claim Register for March 7, 2024.

Motion by Green-Douglass, second by Green, to approve the minutes of the Formal Meeting of February 29, 2024.
Motion by Fixmer-Oraiz, second by Green, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the application for alcohol license for Morse Community Club, as contained in the agenda packet for this meeting.
Motion by Fixmer-Oraiz, second by Green, to receive and place on file the Treasurer’s Semi-annual Settlement of the Board of Supervisors for the period beginning July 1, 2023 and ending December 31, 2023, as submitted by County Treasurer Scott Finlayson.
Motion by Green, second by Fixmer-Oraiz, to set a public hearing on the Johnson County Proposed Property Tax Levy for Fiscal Year 2025, for Wednesday, March 27, 2024 at 5:30 p.m. at the Johnson County Health and Human Services Building and authorize the Auditor to publish the notice of public hearing.
Deputy Auditor Erin Shane reported that agenda item F.1.b. was approved at the February 29th Formal Meeting. She clarified that the Auditor’s Office made formatting changes to the resolution by adding a title and roll call, but the revised version was not reloaded in last week’s agenda packet. Shane said the revised resolution was included in this week’s meeting packet. She recommended the Board acknowledge and uphold the resolution endorsed last week, awarding Project # FM-C052(125)--55-52 to L.L. Pelling Company, Inc., instead of rescinding or amending the resolution. Motion by Green-Douglass, second by Green, to take the recommendation from the Auditor’s office to uphold Resolution No. 02-29-24-01.
Hearing no objections from Board members, Sullivan stated the following agenda items are deferred until next week’s meeting: F.1.c. Consider change order #3 with Tricon General Construction, Inc. for the Johnson County Courthouse Second Level Courtroom Project, in the amount of $45,553.91; F.1.d. Consider change order #22-PR 16 with Tricon General Construction, Inc for the Johnson County Courthouse Second Level Courtroom Project, in the amount of $2,862.00; F.1.e. Consider change order #23-PR 24 with Tricon General Construction, Inc. for the Johnson County Courthouse Second Level Courtroom Project, in the amount of $2,276.03; F.1.f. Consider change order #26-PR 25 with Tricon General Construction, Inc. for the Johnson County Courthouse Second Level Courtroom Project, in the amount of $1,484.56; and F.1.g. Consider change order #27 with Tricon General Construction, Inc. for the Johnson County Courthouse Second Level Courtroom Project, in the amount of $3,201.79.
