Kalona sells second duplex unit, spends down ARPA funds

The Kalona City Council approved the sale of the second side of the city’s Student-Built duplex at their regular meeting on Monday, August 21.  The approval followed a public hearing at which no comments were made.  

Abe Bender will purchase the property at 313 C Avenue, Kalona; he has the distinction of having worked on the HVAC of the duplex alongside the student-builders this summer.

The sale of the duplex’s second side follows on the heels of the first, which was approved by the city council on August 7.  The terms of both sales were identical; each side sold for $180,000 and each buyer will be granted $25,000 in down payment assistance by ECICOG.

A second public hearing was held Monday night, this for the proposed plans and specifications for the city’s Oak Hill Park Aggregate Trail Project.  Again, no comments were made.  City Administrator Ryan Schlabaugh said the hearing was atypical for this kind of project, but required by the DNR because it is close to a body of water.

The council approved the use of ARPA funds for two projects.  The first is power washing of the 14th Street water tower ($18,900) and repainting of the logos in a “vibrant” shade of blue paint ($7,500).  The second is rehabilitation of Well #4; the pump needs to be lowered to pull better-quality water from the aquifer ($3,505.60).  

The city has a balance of $33,580.34 in ARPA funds; after spending on these two projects, the remaining balance will be $3,674.74.  Schlabaugh said the city would like to use this money to purchase additional water meters.  

Following these action items, the city council went into closed session in accordance with Code of Iowa Section 21.5(j) to discuss property acquisition.

Open council seats

The terms of Mayor Mark Robe and council members Greg Schmidt and Jenelle Bender will all expire at the end of this year.  All are expected to run for reelection.  Candidates can begin filing election papers for the open seats on August 28; the deadline for filing is September 21.  The mayor and two city council seats will be determined in the November 7 election.

The Kalona City Council will next meet on Tuesday, September 5 at 7 p.m. at City Hall.
