PROCEEDINGS OF THE WASHINGTON COUNTY BOARD OF SUPERVISORS MEETING
WEDNESDAY, NOVEMBER 13, 2024
At 9:00 a.m. Vice-Chairperson Bob Yoder called to order in regular session a meeting of the Washington County Board of Supervisors which took place in the Washington County Courthouse. Items on the agenda included the following: Pledge of Allegiance; approval of agenda; public comment related to agenda items; discussion and action regarding various job descriptions – Ambulance; application from Riverside VFW Post #6414 for renewal of Class C Liquor License (LC) (Commercial); designation of “The News” for publication of official Washington County proceedings in 2025; personnel change request – Secondary Roads; Central Service Cost Allocation Plan; discussion and action regarding Army Reserve Center, 1411 N Marion Avenue, Washington, discussion and action regarding Highland Community School Public Bond Measure VF; department head comment; 1st canvass of November 5, 2024, General Election; adjourn. Supervisors Jack Seward, Stan Stoops, and Marcus Fedler were also present. Supervisor Richard Young was absent.
Other individuals in attendance included Kalen McCain with the SE Iowa Union along with County Attorney Nathan Repp, Highland Community School Superintendent Ken Crawford, Board of Supervisors Administrative Assistant Amber Williams, and citizens Anthony Mortale and Terri Seidler. Other individuals watched remotely by way of electronic means.
Seward led the individuals assembled in reciting the Pledge of Allegiance.
On motion by Stoops, seconded by Yoder, the Board voted to approve the agenda as published.
There was no public comment related to agenda items.
On motion by Seward, seconded by Fedler, the Board voted to approve a job description for the position of Washington County Ambulance Service Billing Office Manager.
On motion by Seward, seconded by Fedler, the Board voted to approve a job description for the position of Washington County Ambulance Service Billing Coder.
On motion by Fedler, seconded by Stoops, the Board voted to approve an application from the Riverside VFW Post #6414 for renewal of its Class C Liquor License (LC) (Commercial) and to authorize the Chairperson to sign the application on behalf of the Board.
On motion by Yoder, seconded by Fedler, the Board voted to designate the “The News” for publication of official Washington County proceedings in 2025.
On motion by Fedler, seconded by Stoops, the Board voted to acknowledge, and authorize the Chairperson to sign, a personnel change request from Secondary Roads for Shop Manager Michael Roush whose classification will change from full-time non-exempt to full-time exempt and whose compensation will change to a bi-weekly rate of $2,528.80 with such changes to take effect on November 14, 2024.
On motion by Seward, seconded by Stoops, the Board voted to approve, and authorize the chairperson to sign, a Certification of Cost Allocation Plan prepared by Cost Advisory Services, Inc., (CASI) of Adel, Iowa for FY24. Auditor Dan Widmer explained that CASI assists a majority of counties in Iowa, including Washington County, in developing cost allocation plans which allow counties to collect reimbursement of indirect costs from the Iowa Department of Human Services. According to the completed FY24 Cost Allocation Plan for Washington County, the reimbursement amount will be $38,571.00. The fee charged by CASI is $4,450.00.
County Attorney Nathan Repp provided the Board with information regarding a possible sale of real estate located at 411 North Marion Avenue in Washington. The deed holder to the property is the United States Army Reserve Center (USARC). Repp stated that at the present time the URARC is awaiting an appraisal of the property and has expressed a desire to sell the entire property in “as is” condition to one buyer. The Board took no action.
Repp updated the Supervisors with regard to the recent November 5, 2024, General Election and explained that some voters who voted at the Ainsworth polling place were mistakenly provided with the incorrect ballot. Auditor Dan Widmer provided further explanation by stating that there were two ballot styles available with both being identical except for the fact that one style provided voters the option to vote on a proposed $15 million Highland Community School Bond measure while the other ballot style did not include the bond question. Only voters residing in the Highland Community School District should have been provided with a ballot that included the Highland School bond measure while voters residing outside of the Highland School District should have been provided with the ballot style that did not include the Highland bond measure. As a result of the error some voters mistakenly received and completed an incorrect ballot. Repp stated that according to Chapter 62 of the Iowa Code the election was canvassed and the results were determined to be official. Repp continued by stating that the County is neutral in the matter and added that the law allows an individual three days after the canvass is completed to challenge the election results by way of a contest court and depending on the court’s decision another election could be called for with regard to the bond measure. The Board took no formal action.

ELECTION CANVASS
On motion by Seward, seconded by Stoops, the Board voted to accept as official the results of the 1st tier canvass of the November 5, 2024, Washington County General Election.
At 11:45 a.m. on motion by Stoops, seconded by Yoder, the Board voted to adjourn.
