PROCEEDINGS OF THE WASHINGTON COUNTY BOARD OF SUPERVISORS MEETING
TUESDAY, NOVEMBER 5, 2024

At 9:00 a.m. Chairperson Richard Young called to order in regular session a meeting of the Washington County Board of Supervisors which took place in the Washington County Courthouse. Items on the agenda included the following: Pledge of Allegiance; approval of agenda; public comment related to agenda items; personnel change request – Conservation; Quarterly Report – Office of Sheriff; discussion and action regarding contract change orders for Orchard Hill Remodeling Project; discussion regarding FY26 Washington County Budget; discussion and action regarding FY26 compensation for Washington County elected officials, department head comment; adjourn. Supervisors Bob Yoder, Jack Seward, Marcus Fedler, and Stan Stoops were also present.
Other individuals in attendance included Kalen McCain with the SE Iowa Union along with County Attorney Nathan Repp, Civil Deputy Bill Fiordelise, Chief Deputy Sheriff Shawn Ellingson, Sheriff Jared Schneider, Conservation Director Zach Rozmus, Treasurer Jeff Garrett, Recorder Teresa Mangold, and County Engineer Jacob Thorius. Various other individuals listened and/or watched remotely by way of electronic means.
Stoops led the individuals assembled in reciting the Pledge of Allegiance.
All motions were passed unanimously unless noted otherwise.
On motion by Stoops, seconded by Fedler, the Board voted to approve the agenda as published.
There was no public comment.
On motion by Stoops, seconded by Fedler, the Board voted to acknowledge, and authorize the Chairperson to sign, a personnel change request from Conservation for Ranger Technician Seth Adam whose rate of pay will increase to $31.42 per hour effective November 6, 2024, as a result of Adam obtaining his Pesticide Applicator License.
On motion by Stoops, seconded by Yoder, the Board voted to acknowledge receipt of the Washington County Sheriff’s Quarterly Report for the 1st quarter of FY25. The report, presented by Civil Deputy Bill Fiordelise with the Office of Sheriff, included a beginning balance of $11,762.20 and an ending balance of $10,120.60. The complete report is available in the office of the Washington County Auditor.
On motion by Fedler, seconded by Seward, the Board voted to approve, and authorize the Chairperson to sign, a contract change order related to the Orchard Hill Remodeling Project. The adjustments include a decrease of $49,878.00 for door and door security, a decrease of $66,580.00 for window changes, and a decrease of $4,040.00 for floor box changes which results in a total decrease of $120,498.00.
The Board held a brief discussion regarding the FY26 Washington County budget with Seward expressing his desire to cut approximately $1.4 million from the FY25 Washington County budget. The Board took no formal action.
The Board held a brief discussion but took no action regarding FY26 compensation for Washington County elected officials.
There was no department head comment.
At 9:27 a.m. on motion by Yoder, seconded by Seward, the Board voted to adjourn.
