PROCEEDINGS OF THE WASHINGTON COUNTY BOARD OF SUPERVISORS MEETING TUESDAY, MAY 6, 2025
At 9:00 a.m., Chairperson Richard Young called to order in regular session a meeting of the Washington County Board of Supervisors which took place at Orchard Hill. Items on the agenda included the following: Pledge of Allegiance, approval of agenda, public comment related to agenda items, General Assistance policy change, quarterly report – Sheriff’s Office, personnel change request – Communications, amendment to lease agreement between Washington County and Iowa Department of Corrections Eighth Judicial District, approval of Iowa DOT preconstruction agreement No. 2025-C-078 for paved approaches along U.S. 218 from IA 92 south to the Henry County line, discussion and possible action of Resolution 25-14 to terminate the MHASEI 28E agreement in November 2025, Department Head comment, adjourn.
Supervisors Bob Yoder, Jack Seward Jr., and Marcus Fedler were also present. Stan Stoops was absent.
Other individuals in attendance included Kalen McCain with the SE Iowa Union, County Attorney Nathan Repp, Outreach Director Joe Williams, Civil Deputy Bill Fiordelise, and Communications Supervisor Cara Sorrells. Various other individuals listened and/or watched remotely via Zoom.
Fedler led the individuals assembled in reciting the Pledge of Allegiance.
All motions were passed unanimously unless noted otherwise.
On motion by Seward, seconded by Yoder, the Board voted to approve the agenda as amended to remove the General Assistance policy change. This will be part of the following week’s agenda.
On motion by Fedler, seconded by Seward, the Board voted to acknowledge receipt of the Washington County Sheriff’s Office Quarterly Cash Report for the 3rd quarter of FY25. The report, presented by Civil Deputy Bill Fiordelise, included a beginning balance of $17,889.65, total receipts including unallocated funds in the amount of $80,857.53, total disbursements of $71,765.80, and an ending balance of $26,981.58, which takes into account a computer error of $0.20 in calculations. The complete report is available in the office of the Washington County Auditor.
On motion by Fedler, seconded by Yoder, the Board voted to acknowledge, and authorize the Chairperson to sign, a personnel change request from Communications for a change in status for Hunter Erwin. Erwin is going to casual part-time from full-time status effective May 8, 2025.
On motion by Seward, seconded by Fedler, the Board approved and authorized the Chairperson to sign, the amended lease agreement with the Iowa Department of Corrections Eighth Judicial District for office spaces at 2715 Lexington Blvd. The lease agreement extends the existing end date to December 31,2025.
On motion by Feder, seconded by Seward, the Board approved and authorized the Chairperson to sign, the Iowa Department of Transportation Preconstruction Agreement No. 2025-C-078 for paved approaches along U.S. 218 from IA 92 south to the Henry County line. The estimated cost for these improvements is $104,574.80 which will be reimbursed to the Iowa Department of Transportation by the county in three equal yearly installments.
Supervisor Seward presented minutes of the April 9, 2025, Mental Health Agency of Southeast Iowa Governing Board, regarding dissolution of the Mental Health Agency of Southeast Iowa.
On motion by Fedler, seconded by Yoder, the Board voted to adopt and authorize the Chairperson to sign Resolution 25-14, 28E Termination of the Mental Health Agency of Southeast Iowa Region.
There was no Department Head comment.
At 9:17 a.m. on motion by Yoder, seconded by Fedler, the Board voted to adjourn.
