PROCEEDINGS OF THE WASHINGTON COUNTY BOARD OF SUPERVISORS MEETING TUESDAY,
SEPTEMBER 22, 2026
At 9:00 a.m., Chairperson Jack Seward, Jr. called to order in regular session a meeting of the Washington County Board of Supervisors which took place at Orchard Hill. Items on the agenda included the following: Pledge of Allegiance, approval of agenda, public comment related to agenda items, memorandum regarding IT transition, discussion regarding Emergency Medical Services (EMS) Advisory Council By Law changes, Resolution 26-32 Acceptance and Approval of Minor Plat for Goldfinch Meadows Subdivision, approval of 28E Agreement regarding purchase and maintenance of Weiler S200 soil stabilizer, Department Head comment, adjourn.
Supervisors Marcus Fedler, Bob Yoder, Richard Young, and Stan Stoops were also present.
Other individuals in attendance included Giovanni Coronel with the Southeast Iowa Union, IT Director Cyndie Sinn, Assistant IT Director Kyle Evans, Emergency Management Coordinator Nathan Schmuecker, County Engineer Jacob Thorius, County Attorney Nathan Repp, Assistant Systems Administrator Dustin Flake, Eric Woosley with MidAmerican Energy, and citizen Lynette Iles. Various other individuals listened and/or watched remotely via Zoom.
Fedler led the individuals assembled in reciting the Pledge of Allegiance.
All motions were passed unanimously unless noted otherwise.
Auditor Tamera Steward alerted the Board that it was originally intended to include presentation of the Emergency Medical Services Memorandum of Agreement for the Board of Supervisors final signatures; however, the item was removed from the draft agenda. Stewart questioned whether this was the Board’s intention or if the agenda should be amended at this point. Chairperson Seward stated they will revisit the item next week, as the Board was not ready to sign the agreement. This will be on the agenda for September 29, 2026.
On motion by Stoops, seconded by Fedler, the Board voted to approve the agenda as published.
There was no public comment.
Assistant IT Director Kyle Evans presented information regarding the IT transitions occurring upon the retirement of IT Director Cyndie Sinn. Evans will move into the role of IT Director, with Assistant Systems Administrator taking over the role of Systems Administrator. A new Assistant Systems Administrator will be hired soon after the retirement of Sinn. A subcommittee consisting of Board of Supervisor members Fedler and Young, Auditor Tamera Stewart, and current IT Director Cyndie Sinn will meet to determine wage recommendations for the IT staff in their new roles after the transition. Tim Smit with the Sheriff’s office will also leave a vacancy in the IT Department upon retiring at a later day. This position will be filled at the appropriate time to retain a staff of four within the department. Personnel change requests will be presented to the Board at a later date to set positions and wages. Motion was made by Fedler, seconded by Young, to acknowledge the memorandum regarding the IT transition plan.
Discussion began about the Emergency Medical Services (EMS) Advisory Council By Laws. Chairperson Seward stated the last Board conversations occurred during the September 1, 2026, meeting. Since that time, Seward spoke with one person but no agreeable plan was proposed. Fedler has met with several fire chiefs and others to gather their thoughts on the membership of the council. He stated conversations went well and it was agreed between those he spoke with that the council should include five to seven members. Seward suggested members should be led by the Ambulance Director and include a Sheriff’s representative, a Board of Supervisor member, a representative from the hospital, and the medical examiner. Young met with Brendan DeLong and advised members should also include an EMS member and a Fire Department representative. Discussion needs to be had with the hospital and the Medical Examiner to determine their availability to be on the council and whether one or both should be included. Supervisor Fedler is to compile the list of proposed members once those discussions occur. No action was taken. This item will be on a future agenda.
Resolution 26-32 Acceptance and Approval of Minor Plat for Goldfinch Meadows Subdivision was tabled until September 29, 2026, due to omitting the public hearing portion from the agenda. The public hearing notice will be republished and held on September 29.
County Engineer Jacob Thorius presented a 28E Agreement Regarding Purchase and Maintenance of Weiler S200 Soil Stabilizer. This item was discussed at a previous Board of Supervisor meeting with the Board approving Thorius to move forward. The agreement included eight counties consisting of Clinton, Henry, Jackson, Keokuk, Lee, Mahaska, Marion, and Washington, with Clinton County being the lead. The total cost for the shared 2019 Weiler S200 Soil Stabilizer is $193,750.00. Each county will be responsible for $24,218.75. The agreement sets out a use schedule until 2042; however, counties may withdraw from the agreement after ten years. On motion by Fedler, seconded by Yoder, the Board voted by roll call vote to approve and authorize all members to sign the 28E Agreement.
There was no Department Head comment.
At 9:28 a.m. on motion by Yoder, seconded by Young, the Board voted to adjourn.
