REGULAR MEETING OF TUESDAY, SEPTEMBER 5, 2023

At 9:00 am Chair Bob Yoder called the meeting to order in regular session, Courthouse Chambers. Items on the agenda included: personnel change request–Office of Sheriff; personnel change request–Treasurer; Res. 23-16 Public Highway Easement–140th St. in Section 27-77N-6W in Iowa Township; Res. 23-17 Public Highway Easement–140th St. in Section 22-77N-6W in Iowa Township; Res. 23-18 Public Highway Easement–140th St. in Section 27-77N-6W in Iowa Township; Res. 23-19 Public Highway Easement–140th St. in Section 22-77N-6W in Iowa Township; Res. 23-20 Public Highway Easement–140th St. in Section 27-77N-6W in Iowa Township; Res. 23-28 Public Highway Easement–Lexington Boulevard in Section 2-75N-8W in Washington Township; Res. 23-29 Public Highway Easement–Lexington Boulevard in Section 2-75N-8W in Washington Township; Res. 23-30 Public Highway Easement–Lexington Boulevard in Section 2-75N-8W in Washington Township; Res. 23-31 Public Highway Easement–Lexington Boulevard in Section 2-75N-8W in Washington Township; Quarterly Report–County Engineer; discussion/action re: proposed Professional Services Agreement with Dr. G. Supervisors Jack Seward Jr., Richard Young, Marcus Fedler, and Stan Stoops were also present.
All motions were passed unanimously unless noted otherwise.
The Board voted to approve the agenda as published.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from the Office of Sheriff for the hiring of Christian Gipple who will begin duties on September 5, 2023, as a non-exempt on-call employee of the Washington County Rescue Squad at the rate of $16.00 per hour.
The Board voted to acknowledge, and authorize the Chair to sign, a personnel change request from the Treasurer for the hiring of Arial Harvey as a non-exempt full-time Driver’s License Clerk, effective September 14, 2023, at the rate of $21.64 per hour.
The Board voted by way of roll call vote to approve Res. 23-16 and authorize the Chair to sign Res. 23-16 on behalf of the Board.

County Engineer Jacob Thorius provided the Board with the Secondary Roads Quarterly Report for the 2nd quarter of calendar year 2023. According to the report a total of approximately 40,900 tons of road rock was hauled during the quarter, 400 feet of cross pipe was installed, and 32 non-department vehicles were maintained resulting in revenue of nearly $6,700.00. The report also contained summaries of construction projects that were either completed or undertaken. According to Thorius all of the work performed during the quarter was completed with a daily average of 4 staff members, out of a total work force of 31 individuals, absent from work due to vacation or illness. He also stated that during nearly the entire 3-month period of time his staff was short 2 Equipment Operators and 1 Parts and Service Technician. Thorius complemented his staff by stating that their dedication is clearly evident and he expressed appreciation for the fact that his staff limits their time off in order to ensure that projects are completed on time while still maintaining quality. The Secondary Roads Quarterly Report for the 2nd Quarter of calendar year of 2023 is available for public viewing by contacting the Washington County Engineer’s Office.
The Board voted to approve a Professional Services Agreement with Dr. G. David Nacos to provide specialty medical and management services to Washington County Ambulance Services. Terms of the contract call for Nacos to be paid $1,000.00 per month for providing duties consistent with the medical director duties set forth in Iowa Administrative Code 641-132.
The Board voted to the draft of the proposed County Wind Energy Ordinance Assessment of Wind Energy Conversion Property.
The Board voted to set a Public Hearing for the proposed Washington County Ordinance for Assessment of wind Energy Conversion Property on Tuesday September 26, 2023 at 9:00 am in the Board of Supervisors Room.
At 9:44 am the Board voted to adjourn.
