Regular meeting of the Kalona City Council with Mayor Robe presiding. Motion was made by Spitzer, and seconded by G Schmidt, to approve the agenda.
Council members present: Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim.
Motion was made by Spitzer and seconded by G Schmidt approving the minutes of the meeting on April 17, 2023. With all voting yes, the minutes were approved and published.
On a motion by Spitzer, and seconded by J Schmidt, the following bills were allowed with all voting yes.

Seconded with the option of Third and Final reading of Ordinance No. 2023-349, an Ordinance amending Chapter 160 of the Flood Management Ordinance in accordance with the Iowa DNR. Whereas, the Iowa DNR has made changes that require the City of Kalona to amend Chapter 160.05 (1) (A) to bring the ordinance into compliance. A motion was made by Beisheim, and seconded by Spitzer, to waive the second reading and move to the third and final reading. The Mayor put the question on the motion and the roll being called the following named council members voted: Bender, Spitzer, G Schmidt, J Schmidt, and Beisheim each voted yes.
Whereupon, the Mayor declared the motion duly carried.
A motion was made by Spitzer, and seconded by J Schmidt, approving the third and final reading of Ordinance 2023-349. The Mayor put the question on the motion and the roll being called the following named council members voted: Bender, Spitzer, G Schmidt, J Schmidt, and Beisheim each voted yes.
Whereupon, the mayor declared the motion duly carried and passed its final reading
A review of the 2022 Water Quality Reports was done by the council. There were no violations of Kalona corporate limits. Motion was made by Bender, and seconded by Spitzer, with all voting yes. The motion carried.
Resolution No. 2023-R, a resolution to approve street closures on Saturday, August 26, 2023, from 3:00 PM to 9:00 PM. The streets being requested are parts of 5th Street and parts of B Avenue. Motion was made by Bender, and seconded by Beisheim, authorizing the Mayor and City Clerk to sign the same. The council was then polled with Bender, Spitzer, G Schmidt, J Schmidt, and Beisheim each voting yes. The motion carried.
Consideration of Chicken Application for 812 3rd Street was held by council. With everything meeting city ordinance, a motion was made by Bender, and seconded by Beisheim to approve the application. With all voting yes, the motion was carried.
A review of the recommendations from the City of Kalona, Board of Adjustments for 313 and 315 C Avenue, was done by the council. The Board of Adjustments had no issues with the application requesting a variance for the properties and approved the application at their meeting. Motion was made by G Schmidt, and seconded by G Schmidt, approving the review. With all voting yes. The motion carried.
Setting of Public Hearing May 15, 2023, at 7:00 PM, regarding the 2022-2023 Budget Amendment to be held in the City of Kalona Council Chambers. Motion was made by G Schmidt, and seconded by Spitzer, with all voting yes. The motion was carried.
