Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:00 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
PROCLAMATION NO. 04-18-24-01
EARTH WEEK
APRIL 21-27, 2024
Summary: Earth Week offers people an opportunity to make, renew, and celebrate commitments that will protect quality of life and the Earth for generations to come. Board Action: Proclaim April 21-27, 2024, to be Earth Week in Johnson County, Iowa, and urge all residents to reflect on how to contribute to a healthy, sustainable environment and make our community an even better and equitable place to live, work, and raise a family. We also encourage all residents to visit the online University of Iowa Earth Month Hub at www.sustainability.uiowa.edu/earth-month to find events throughout the month of April. Motion by Green-Douglass, second by Porter, to approve Proclamation No. 04-18-24-01. The following people spoke: Planning, Development, and Sustainability Coordinator Becky Soglin, Johnson County Master Gardeners Steering Committee Vice Chair Melissa Close, and Iowa State University Extension and Outreach Agriculture and Natural Resources Program Coordinator Shannon Bielicke.

FAIR HOUSING MONTH
APRIL 2024
Summary: The Fair Housing Act enshrined into federal law the goal of eliminating racial segregation and ending housing discrimination in the United States. Johnson County is committed to the mission and intent of Congress to provide fair and equal housing opportunities for all. Board Action: Proclaim April 2024 as Fair Housing Month in Johnson County, Iowa, and encourage community members to participate in commemorative events, educate themselves on fair housing issues, and endorse policy supportive of fair housing at the local, state, and national level. Motion by Green-Douglass, second by Green, to approve Proclamation No. 04-18-24-02. The following people spoke: Johnson County Affordable Housing Coalition (JCAHC) Board President Andy Martin, JCAHC Executive Director Jessica Andino, and Resident Joseph Wilensky.

Motion by Green, second by Fixmer-Oraiz, to approve applications for alcohol license for Ruzicka’s Meat Processing, Inc.; Thirsty Pigs LLC; One Twenty Six; Bobbers Grill (pending dramshop certification), and the Boyle/Gomez Wedding, as contained in the agenda packet for this meeting.
Motion by Green, second by Porter, to receive and place on file the Sheriff’s Report of Fees Collected for the quarter ending March 31, 2024, in the amount of $48,463.37, as submitted by County Sheriff Brad Kunkel.
The Board acknowledged receipt of the March 18, 2024, Planning and Zoning Commission Meeting Minutes and the April 8, 2024, Report of the Planning and Zoning Commission.
RESOLUTION NO. 04-18-24-01
RESOLUTION APPROVING THE SITE PLAN SUBMITTED BY EVAN WALSH, ON BEHALF OF LL PELLING COMPANY, INC, FOR THE PROPERTY LOCATED AT 3148 CHARBON ROAD SE
Summary: Application PZC-24-28487 was filed for site plan approval to build a new hoop building on an existing industrial site at 3148 Charbon Road SE, Iowa City. The site plan has been reviewed by the County Engineer and County Public Health Department, and conforms with the Unified Development Ordinance. Board Action: Resolved that said Site Plan be approved and authorize the Zoning Administrator to issue permits for this site in accordance with the standards set forth in the Johnson County Unified Development Ordinance. Motion by Green-Douglass, second by Porter, to approve Resolution No. 04-18-24-01 effective April 18, 2024.

Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate described below from A-Agricultural to R- Residential located in Cedar Township to wit:
DESCRIPTION
Being a part of the Northeast 1/4 of the Southeast 1/4, lying South of the centerline of public road, of Section 33, Township 81 North, Range 5 West of the 5th P.M., Johnson County, Iowa and is described as follows:
Commencing at the Northwest corner of the Northeast 1/4 of the Southeast 1/4 of Section 33, Township 81 North, Range 5 West; thence S 02°09’37” E along the West line of the East 1/2 of the Southeast 1/4 of said Section 33, a distance of 769.92 feet to the Southeast corner of Lot 1 of Jedlicka Subdivision as is recorded in Plat Book 43 on page 56 in the office of the Johnson County Recorder; thence S 84°07’07” E along the centerline of 210th Street NE, a distance of 255.48 feet; thence S 05°52’53” W, a distance of 70.00 feet to the Point of Beginning; thence S 84°07’07” E, a distance of 321.02 feet; thence S 83°19’44” E, a distance of 25.73 feet; thence S 05°52’53” W, a distance of 179.65 feet; thence N 84°07’07” W, a distance of 346.75 feet; thence N 05°52’53” E, a distance of 180.00 feet to the Point of Beginning containing 1.43 acres is hereby changed from A-Agricultural to R-Residential. RESOLUTION NO. 04-18-24-02
RESOLUTION SETTING A PUBLIC HEARING ON VARIOUS DEVELOPMENT APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing in accordance with Section 335.6 of the Iowa Code is set for May 9, 2024, at 5:30 p.m. CT in Room 203 B/C, Johnson County Health & Human Services Building, 855 South Dubuque Street, Iowa City, Iowa, on the following zoning and platting applications: Zoning application filed by Farmers Hen House, LLC (PZC-24-28502); and Platting applications filed by 2612 REC, LLC, signed by Todd Philipp (PZC-24-28486); Hugh Everette Weis Estate, as signed by Kasey Brecht (PZC-23-28466); Ralph Altmaier (PZC-23-28467); Randall Brannaman (PZC-23-28417); and Stanley E. Stutzman (PZC-23-28367). Authorize the Auditor to publish the official notice of the above public hearing. Motion by Fixmer-Oraiz, second by Green, to approve Resolution No. 04-18-24-02 effective April 18, 2024.
Motion by Porter, second by Fixmer-Oraiz, to accept the bid of $325,790.58 and award a contract to the lowest responsive, responsible bidder, Peterson Contractors, Inc, Reinbeck, for the Naples Avenue SW Bridge Replacement Project, known as Project LFM-R-32-1--7X-52.
Motion by Porter, second by Green-Douglass, to approve the Memorandum of Understanding between eSJay Creative Works, Des Moines, Johnson County Historical Society, Coralville, and the Johnson County Board of Supervisors, for the Lulu Merle Johnson Exhibit Project, as contained in the agenda packet of the meeting.
Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the Agreement with Workday Inc., Pleasanton, CA, for the transformation of the Human Capital Management and Financial Management systems, as contained in the agenda packet of the meeting.
Motion by Green, second by Porter, to approve the Master Services Agreement and Statement of Work with Avaap U.S.A. LLC, Columbus, OH, for implementation support of the Human Capital Management and Financial Management systems, as contained in the agenda packet of the meeting.
