Regular meeting of the Kalona City Council with Mayor Robe presiding. Motion was made by Spitzer, and seconded by G Schmidt, to approve the agenda.
Council members present via zoom: Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim.
Motion was made by J Schmidt and seconded by Spitzer approving the minutes of the meeting on July 17, 2023. With all voting yes, the minutes were approved and published.
On a motion by Beisheim and seconded by Spitzer, the following bills were allowed with all voting yes.

7:00 PM Public Hearing for the intent to sell the city-owned property at 315 C Avenue, which is a student-built house project. With there being no oral or written comments, the hearing was closed.
Resolution No. 2023-X, a resolution agreeing to sell City-owned property at 315 C Avenue, Kalona, IA to Adrianna Lopez, for the amount of $180,000.00. The property is the 2023 Student-Built House Project. Motion was made by Spitzer, and seconded by Bender, authorizing the Mayor and City Clerk to sign the same. The council was then polled with Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim each voting yes. The motion carried.
Resolution No. 2023-Y, a resolution setting a 7:00 PM Public Hearing on August 21, 2023, for the intent to sell City-owned property at 313 C Avenue, Kalona IA to Abe Bender. The property is the 2023 Student-Built House Project. The hearing will be held in the City of Kalona council chambers. Motion was made by Spitzer, and seconded by Bender, authorizing the Mayor and City Clerk to sign the same. The council was then polled with Bender, J Schmidt, G Schmidt, Spitzer, and Beisheim each voting yes. The motion carried.
Consideration of purchasing property at 502 A Avenue for the purpose of a future Student-Built House Project sight, was held by the council. The amount of the purchase agreement is $55,000.00 between the City of Kalona and Mamie Nisly Estate. Motion was made by Beisheim and seconded by J Schmidt, for staff to finalize the agreement. With all voting yes, the motion carried.
Discussion on the setting of bid letting for the City of Kalona Southtown Recreation Area Trail Grading around Oak Hill Pond on August 31, 2023, at 10:00 AM, in the Kalona council chambers. Motion was made by Spitzer, and seconded by Bender, with all voting yes.
The motion carried.
Consideration of selling a Sharon Hill Cemetery Plot to James Batterson was held by council. Motion was made by G Schmidt, and seconded by Bender, with all voting yes. The motion carried.
Consideration of selling a Nutmeg Cemetery Plot to Ellen Johnston was held by council. Motion was made by G Schmidt, and seconded by J Schmidt, with all voting yes. The motion carried.
Setting of a public hearing on August 21, 2023, at 7:00 PM, regarding the proposed plans and specifications for the Kalona City Oak Hill Park aggregate trail project. Motion was made by Spitzer, and seconded by J Schmidt, with all voting yes. The motion carried.
