City Council Meeting Minutes
Monday, September 21, 2026 – 6:00 PM

The regular meeting of the Riverside City Council was called to order at 6:00 pm by Mayor Allen Schneider with Council Members; Travis Riggan, Lois Schneider, Kevin Kiene and Ryan Rogerson present. Tom Sexton was absent.
Motion by Schneider, seconded by Rogerson, to approve the agenda. Motion carried 4-0.
Motion by Kiene, seconded by Rogerson, to approve the consent agenda of minutes and expenditures as presented. Motion carried 4-0.
Brian Boelk, City Engineer, presented the City Engineer’s Report including updates on the Wellness Center, CDBG Downtown Revitalization Project, Hall Park Playground, Blackjack Beach RV & Water Resort Project, and 1178 Enterprise Drive.
Motion by Schneider, seconded by Rogerson to pass Resolution 2026-68 awarding the contract for construction of the Riverside Wellness Center to Garling Construction in the amount of $10,095,000. A roll call vote was taken. Motion carried 4-0.
Motion by Rogerson, seconded by Kiene to approve the Dorsey Whitney Engagement Letter in connection with the City’s General Obligation Bond issuance. Motion carried 4-0.
Motion by Schneider, seconded by Rogerson to approve the UMB Engagement Letter in connection with the City’s General Obligation Bond issuance. Motion carried 4-0.
Motion by Schneider, seconded by Kiene to approve Resolution 2026-69 changing the public hearing date for the annexation of property for the proposed Blackjack Beach RV & Water Park to October 19, 2026 at 6:00 pm. A roll call vote was taken. Motion carried 4-0.
Jed Wolf, PeopleService, Inc. presented the August water and wastewater operations report.
Lt. Aaron Gould, Washington County Sheriff’s Department, reported on August calls.
Mayor Schneider requested moving Item 9, Closed Session, to follow Item 11 on the agenda.
Allen Schneider, Mayor, presented the Mayor’s Report, consisting of consideration of temporary pay increases for City staff, the Public Works position description, the Public Works position posting, and Riverside History Center grant request.
Mayor Schneider recommended postponing consideration of the temporary pay increases for City staff until the October 5, 2026, City Council meeting to allow additional time to review the matter and develop a recommendation.
Motioned by Schneider, seconded by Rogerson to approve the Public Works position posting. Motion carried 4-0.
Motion by Kiene to approve Resolution 2026-70 for the Riverside History Center Grant Request in an amount not to exceed $25,000. Motion failed for lack of a second.
Motion by Schneider, seconded by Riggan, to approve Resolution 2026-70 for the Riverside History Center Grant Request in an amount not to exceed $30,000. Motion carried 3-1, Kiene opposed.
Motion by Schneider, seconded by Kiene, to approve the Employee Handbook Review Proposal submitted by Lynch Dallas and authorize Lynch Dallas to begin the review process. Motion carried 4-0.
Stephanie Thomann, City Clerk, presented the Clerk’s Report, consisting of utility rate, downtown parking and property nuisance updates, staff travel, training, and conference requests, and August financials.
Motion by Schneider, seconded by Kiene, to approve the following staff travel, training, and conference requests for Stephanie Thomann, City Clerk:
Iowa League of Cities Annual Conference, September 23-25, 2026, with an estimated expense of $882.04.
IMPI (Virtual), October 7-9, 2026, with estimated expense of $300.00.
IMFOA Fall Conference, October 21-23, 2026, with an estimated expense of $809.64.
Motion carried 4-0.
Motion by Rogerson, seconded by Schneider, to enter closed session pursuant to Iowa Code §21.5(1)(j) to discuss a Letter of Intent regarding the sale of particular real estate where premature disclosure could reasonably be expected to reduce the price the City would receive. A roll call vote was taken. Motion carried 4-0.
The City Council entered closed session at 7:26 pm.
Motion by Schneider, seconded by Kiene, to return to open session at 7:40 pm. A roll call vote was taken. Motion carried 4-0.
Motion by Kiene, seconded by Rogerson, to proceed as directed during the closed session. Motion carried 4-0.
Motion by Schneider, seconded by Rogerson to adjourn at 7:41pm. Motion carried 4-0.
