City Council Meeting Minutes
Wednesday, September 9, 2026 – 6:00 PM

The regular meeting of the Riverside City Council was called to order at 6:00 pm by Mayor Allen Schneider with Council Members; Edgar McGuire, Lois Schneider, Tom Sexton, Kevin Kiene and Ryan Rogerson present.
Motion by McGuire, seconded by Kiene, to approve the agenda. Motion carried 5-0.
Motion by Rogerson, seconded by Sexton, to approve the consent agenda of minutes, expenditures, and Class “C” Retail Alcohol License (LC) Renewal – Copper Creek Ridge as presented. Motion carried 5-0.
Motion by Rogerson, seconded by Kiene to approve third reading of Ordinance #2026-06 and place this measure on its final passage for adoption immediately for proposed amendments to Chapters 92, 95, and 99 of the Riverside Code of Ordinances Regarding Utility Rates. On a roll call vote, motion carried 5-0.
Brian Boelk, City Engineer, presented the City Engineer’s Report including updates on the Wellness Center, CDBG Downtown Revitalization Project, Hall Park Playground, Blackjack Beach RV & Water Resort Project, 1178 Enterprise Drive and Sanitary Sewer Rehabilitation Project.
Motion by Sexton, seconded by Schneider to pass Resolution 2026-63 approving change order #14 for the CDBG Downtown Revitalization Project. On a roll call vote, motion carried 5-0.
Motion by Schneider, second by McGuire to pass Resolution 2026-64 approving the submitted site plan for Blackjack Beach RV & Water Resort, subject to compliance with all applicable City ordinances, regulations, permits, and conditions of approval. On a roll call vote, motion carried 5-0.
Chad Smothers, Fire Chief, presented the August report, fire engine change order, and gave an update on the production of the new fire engine.
Motion by Kiene, seconded by Rogerson to pass Resolution 2026-65 approving the fire engine change order in the amount of $6,888.00. On a roll call vote, motion carried 5-0.
Motion by McGuire, seconded by Rogerson to approve the EMS Essential Service Agreement as presented. Motion carried 5-0.
Motion by Schneider, seconded by McGuire to approve support for the submission of a grant application to the Washington County Riverboat Foundation Fall 2026 grant cycle for funding to assist with the purchase of water rescue equipment for the Riverside Fire Department. Motion carried 5-0.
Allen Schneider, Mayor, presented the Mayor’s Report, which included the new City Administrator employment agreement, consideration of temporary pay increases for City staff, the Public Works position description, the Public Works position posting, Special Election results, and National Star Trek Day on September 8, 2026.
Motion by Schneider, seconded by Sexton to pass Resolution 2026-66 approving the City Administrator Employee Agreement and appointing Dane Matthew as the full-time City Administrator for the City of Riverside, effective October 12, 2026, subject to the terms and conditions set forth in the approved Employee Agreement. On a roll call vote, motion carried 3-2. Rogerson and McGuire opposed.
The Public Works position description and position posting were tabled until the September 21, 2026, City Council meeting.
The results of the September 8, 2026, Special Election for the vacant City Council seat were discussed. Travis Riggan was elected to the City Council and is scheduled to be certified on September 15, 2026. Riggan will take the oath of office and attend his first City Council meeting as a Council Member on September 21, 2026.
Motion by McGuire, seconded by Sexton to adjourn at 7:53pm. Motion carried 5-0.
