The Wellman City Council met in regular session in the Wellman City Hall Council Chambers at 5:30 pm. Mayor Ryan Miller presided with City Administrator, City Clerk and the following Council Members: Anthony Evans, Angela Stutzman, Shannon McCain & Fern Bontrager; Aaron Fleming absent. The Consent Agenda was approved upon motion by McCain, seconded by Stutzman and all present voted ayes. Mary Audia presented City of Wellman with investor plaque. Mayor Ryan Mille along with the present council members and City Administrator accepted.
McCain moved to approve entering into engineering agreement with Garden & Associates LTD for Water Distribution System Improvement Project, Stutzman seconded and all present voted ayes.
McCain made a motion to table discussion on estimates received from Kalonial Lawncare and Kleopfer Lawncare for North Park Spraying until further information could be gathered, Stutzman seconded and all present voted ayes.
Bontrager made a motion to approve 2nd Employment for employee – Travis Hartley, Evans seconded and all present voted ayes.
McCain made a motion to approve Wapello Rural Water Application for Services - $3,000, Bontrager seconded and all present voted ayes.
Bontrager made a motion to approve Health Insurance Renewal, McCain seconded, and the vote was 3 ayes; Stutzman abstained, Fleming absent.
Discussion on abandoned properties – tear down & City assistance/funds – Properties located at 613 3rd St. & 102 3rd St. was had. Litwiller explained that she has been working on some properties and had reached out to 2 of the owners of the properties that are on the list and one questioned whether the city would be able to help with a part of the cost and wanted the Council’s input on this. The council discussed some possible options with some input from Mary Audia with WEDG on what some other towns have been doing or done in the past. Litwiller will work on some funding options and get a quote for tearing down the one property and bring it back to council for further discussion.
With no further business to be discussed Bontrager moved for adjournment at 6:54pm, McCain seconded and all voted ayes. The next regular City Council meeting will be Monday, June 19, 2023, at 5:30pm in the Council Chambers of the Wellman Municipal Building.
