The Wellman City Council met in regular session in the Wellman City Hall Council Chambers at 5:30 pm. Mayor Ryan Miller presided with City Administrator, City Clerk and the following Council Members: Anthony Evans, Angela Stutzman, Shannon McCain & Fern Bontrager; Aaron Fleming absent. The Consent Agenda was approved upon motion by McCain, seconded by Stutzman and all present voted ayes. No one spoke in public forum.
McCain made a motion to approve chickens at 1114 7th Ave., Wellman (Sara Titus), Stutzman seconded, and the vote was 3 ayes; Bontrager nay; Fleming absent. Motion passes.
Evans made a motion to approve supplemental agreements with Calhoun-Burns Associates, Inc. (Bridge Project), McCain seconded and all present voted ayes.
McCain made a motion to approve JCG Land Services Right of way Service Agreement (Bridge Project), Bontrager seconded and all present voted ayes.
Evans made a motion to approve Gronewold, Bell, Kyhnn & Co. PC agreement (Fy23 Audit), Stutzman seconded and all present voted ayes.
Discussion and action on mower quotes (Sinclair & Rexco) was had. J VanWinkle was present for the discussion. The council questioned the two quotes and which one VanWinkle recommended. Evans made a motion to approve Sinclair quote for 2023 John Deere Z970R ZTrak, McCain seconded and all present voted ayes.
McCain made a motion to approve Truck Equipment Bid for Public Works Truck Utility Body & Snowplow of $24,235, Bontrager seconded and all present voted ayes.
Upon motion by Bontrager, seconded by Stutzman and upon roll call the vote was 4 ayes; Fleming absent council entered into closed session at 6:06pm per Iowa Code Section 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual request a closed session.
Upon motion by Stutzman, seconded by Bontrager and all present voted ayes, council entered into open session at 6:33pm.
Bontrager made a motion to reflect the proposal to applicant #6 at $22/hour with the fee structure of $1/hour raise after gas certifications along with obtaining other certifications within the timeline discussed, McCain seconded and all present voted ayes.
With no further business to be discussed McCain moved to adjournment at 7:05pm, Stutzman seconded and all present voted ayes. The next regular City Council Meeting will be Monday, July 17, 2023, at 5:30pm in the Council Chambers of the Wellman Municipal Building.
