Subject to approval by the Board of Supervisors at a subsequent meeting.
Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 5:30 p.m. Members present: V Fixmer-Oraiz*, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.

PUBLIC COMMENT
Assistant Planning, Development, and Sustainability Director Nate Mueller spoke about Empower Johnson County Day offered by the Diversity, Equity, and Inclusion (DEI) Committee and Staff. He thanked the Committee and the Board for the opportunity and encouraged the County to continue offering training opportunities to employees.

Motion by Green, second by Porter, to receive and place on file the Auditor’s Report of Fees Collected for the quarter ending March 31, 2024, in the amount of $93,802.83, as submitted by County Auditor Travis Weipert.
Motion by Green, second by Porter, to receive and place on file the Clerk’s Report of Fees Collected for the month of March, 2024, in the amount of $34,856.25, as submitted by Clerk of District Court Alison Meade.
Convened Public Hearing at 5:35 p.m. on Zoning Application PZC-24-28483 of Helga Soave, requesting rezoning of 1.43 acres from A-Agricultural to R-Residential. The property is located at 5169 210th St NE, approximately 740 feet west of Peters Ave NE, in the E 1/2 of the SE 1/4 of Section 33, Township 81 North, Range 5 West of the 5th P.M. in Cedar Township, Johnson County, Iowa.
PDS Planner Joseph Wilensky reviewed the application. Scott Ritter of Hart-Frederick Consultants P.C. was present to answer questions. No one from the public spoke. Public Hearing closed at 5:36 p.m.
Motion by Green, second by Green-Douglass, to waive the requirement of three considerations before approving an ordinance amending the Johnson County Unified Development Ordinance, Zoning Application PZC-24-28483. Roll call: Aye: Fixmer-Oraiz, Green, Green-Douglass, Porter, Sullivan.
Motion by Green, second by Green-Douglass, to approve the proposed ordinance associated with Zoning Application PZC-24-28483 on first and second consideration. Roll call: Aye: Fixmer-Oraiz, Green, Green-Douglass, Porter, Sullivan.
Convened Public Hearing at 5:38 p.m. on Subdivision Application PZC-24-28484 of Helga Soave, requesting preliminary and final plat approval of Helgas Place. The property is located at 5169 210th St NE, approximately 740 feet west of Peters Ave NE, in the E 1/2 of the SE 1/4 of Section 33, Township 81 North, Range 5 West of the 5th P.M. in Cedar Township, Johnson County, Iowa.

RESOLUTION NO. 04-11-24-01
RESOLUTION APPROVING THE PRELIMINARY AND FINAL PLAT AND SUBDIVIDER’S AGREEMENT OF HELGAS PLACE, JOHNSON COUNTY, IOWA
Summary: Application PZC-24-28484, the preliminary and final plat of Helgas Place, Johnson County, is submitted for approval. Board Action: Approved the plat, directed the plat and Subdivider’s Agreement be signed, and named the documents to be recorded. Motion by Green-Douglass, second by Green, to approve Resolution No. 04-11-24-01.
Convened Public Hearing at 5:42 p.m. on a proposed amendment to the Johnson County 2018 Comprehensive Plan, to add a third volume containing a mid-term update. Said Volume 3 would address changes to the plan’s key issues and priorities and add goals, strategies, and action steps in the four existing topic areas of Sustainability, Local Economy, Infrastructure and Amenities, and Land Use.
PDS Director Josh Busard, Assistant PDS Director Nate Mueller, PDS Assistant Planner Maya Simon, PDS Sustainability Coordinator Becky Soglin, and PDS Planner Joseph Wilensky presented information related to the proposed amendment to the Johnson County 2018 Comprehensive Plan, to add a third volume containing a mid-term update as detailed above. Resident Jim Dane, Megawatt Inc. (Megawatt) President Sean Kennedy and Megawatt Partner Karen Sherman spoke in favor of the proposed amendment. There were no further public comments. Public hearing closed at 6:59 p.m.
RESOLUTION NO. 04-11-24-02
RESOLUTION APPROVING AMENDMENTS TO THE JOHNSON COUNTY 2018 COMPREHENSIVE PLAN TO ADD A THIRD VOLUME CONTAINING A MID-TERM UPDATE
Summary: The Board has initiated an update to the 2018 Comprehensive Plan to add a third volume containing changes to the plan’s key issues and priorities, adding goals, strategies, and action steps. The County Planning and Zoning Commission recommends that the proposed amendments be approved. Board Action: Resolved that the amendments to the 2018 Comprehensive Plan attached hereto, and included in the online agenda packet for the meeting of the Board of Supervisors held on April 11, 2024, copies of which can be obtained at the Johnson County Planning, Development and Sustainability Office, the Johnson County Auditor’s Office, or at www.johnsoncountyiowa.gov, are hereby adopted, and the Planning, Development, and Sustainability Director is directed to update the 2018 Comprehensive Plan accordingly. Motion by Green-Douglass, second by Green, to approve Resolution No. 04-11-24-02.
Motion by Green, second by Green-Douglass, to appoint Dawn Alam as the Transportation and Fleet Director.
Motion by Green-Douglass, second by Porter, to approve the Professional Services Agreement with Axiom Consultants, LLC, Iowa City, to provide structural condition monitoring of the Johnson County Sheriff’s Office and Jail, in the amount of $27,000.00.
Motion by Green-Douglass, second by Green, to approve an Application for Fireworks Permit for Andy Neuzil/Stumptown Shooters PGI Safety Class, for display at 6090 River Junction Road Southeast, Lone Tree, on April 27, 2024, with a May 11, 2024 rain date.
