Chairperson Green-Douglass called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 9:01 a.m. Members present: V. Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
All actions were taken unanimously.
PROCLAMATION NO. 05-25-23-01
CHILD CARE PROVIDER APPRECIATION MONTH
MAY 2023
Summary: High-quality early childhood services play a vital role in promoting the well-being, development, and success of our youngest citizens and represent a valuable investment in our county, state, nation and world by increasing the likelihood of success later in life. The availability of accessible, affordable, and high-quality child care services is crucial to supporting working families, promoting economic growth, and ensuring equitable opportunities for all children in our community. Board Action: Proclaimed May 2023 as Child Care Provider Appreciation Month in Johnson County, Iowa, and recognized the indispensable role of child care providers in shaping the lives of children and building a strong, vibrant community. Motion by Green, second by Porter, to approve Proclamation No. 05-25-23-01. 4Cs of Johnson County Executive Director Missie Forbes spoke.
PROCLAMATION NO. 05-25-23-02
HONORING VETERANS ON MEMORIAL DAY
MAY 29, 2023
Summary: Monday, May 29, 2023 will commemorate veterans by: recognizing the important role men and women of the United States military have played in safeguarding the rights and freedoms guaranteed by the Constitution and in protecting the lives and property of our citizens, remembering that freedom comes at a great cost, and expressing gratitude for service, courageous deeds, and sacrifices. Board Action: Recognized Veterans on Memorial Day, Monday, May 29, 2023, and invited all government officials; patriotic, civic, and educational organizations; and all residents of Johnson County to observe this day by commemorating veterans, past and present. Motion by Sullivan, second by Fixmer-Oraiz, to approve Proclamation No. 05-25-23-02. Veterans Affairs Director Gary Boseneiler, Veterans Law Attorney and Adjunct Professor Amy Kretkowski, and Heritage Area Agency on Aging (Heritage) Options Counselor Shannon Youmans spoke.
Motion by Porter, second by Sullivan, to approve the claims on the Auditor’s Claim Register for May 25, 2023, as approved by a majority of the Supervisors.

Motion by Green, second by Porter, to approve the minutes of the Formal Meeting of May 18, 2023.
Motion by Fixmer-Oraiz, second by Sullivan, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Sullivan, second by Porter, to receive and place on file the Recorder’s Report of Fees Collected for the month of April, 2023, in the amount of $224,808.82, as submitted by County Recorder Kim Painter.
RESOLUTION NO. 05-25-23-01
AMENDING THE FISCAL YEAR 2023 JOHNSON COUNTY BUDGET
Summary: The Board of Supervisors duly conducted a public hearing on proposed amendments to the Fiscal Year 2023 Johnson County Budget. The proposed changes do not increase taxes to be collected in the fiscal year ending June 30, 2023. The resolution notes the changes to expenditures, revenues, and operating transfers. Board Action: Amended certain expenditures, revenues, and operating transfers in the FY23 County Budget. Motion by Porter, second by Fixmer-Oraiz to approve Resolution No. 05-25-23-01, effective May 26, 2023.
RESOLUTION NO. 05-25-23-02
CHANGING DEPARTMENTAL APPROPRIATIONS
Summary: The Board of Supervisors duly conducted a public hearing on proposed changes to Fiscal Year 2023 department appropriations. The resolution notes those changes by itemizing the County Fund, Department, Service Area, and the amount of each appropriation. Board Action: Changed department appropriations in the FY23 County Budget. Motion by Fixmer-Oraiz, second by Green, to approve Resolution No. 05-25-23-02, effective May 26, 2023.
Motion by Fixmer-Oraiz, second by Porter, to approve Change Order No. 1 with Tricon General Construction Inc, Cedar Rapids, for the Second Level Courthouse Remodel, reducing the general contingency by $17,078.30.
Motion by Sullivan, second by Green, to approve the Memorandum of Understanding with the Office of the Chief Information Officer Iowa Department of Management, Des Moines, for Enhanced Security Services at no cost to Johnson County.
Motion by Fixmer-Oraiz, second by Porter, to approve the Service Agreement between Workplace Learning Connection at Kirkwood Community College and Johnson County Board of Supervisors, providing $15,285.40 in FY24 to support work-based learning programs for youth in Johnson County.
Motion by Green second by Sullivan, to enter closed session at 9:45 a.m., pursuant to Iowa Code Section 21.5(1)(c), to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation. Roll call: aye: Fixmer-Oraiz, Green, Green-Douglass, Porter, and Sullivan.

Motion by Green, second by Sullivan, to leave closed session at 10:06 a.m. Roll call: aye: Fixmer-Oraiz, Green, Green-Douglass, Porter, and Sullivan.
Motion by Fixmer-Oraiz, second by Porter, to approve action in Blake v. Johnson County, et al.; Linn County Case No. LACV101430, and Achenbach v. Johnson County, et al.; Linn County Case No. LACV101419, as recommended and agreed to during the immediately preceding closed session. Roll call: aye: Fixmer-Oraiz, Green, Green-Douglass, Porter, and Sullivan.
