Chairperson Green-Douglass called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 9:01 a.m. Members present: V. Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
PROCLAMATION NO. 06-01-23-01
GUN VIOLENCE AWARENESS DAY
JUNE 2, 2023
Summary: The proclamation acknowledges the number of Americans and Iowans whose lives are lost by gun violence, and notes the Second Amendment rights of law-abiding citizens goes hand-in-hand with keeping guns away from people who should not have them. Gun violence prevention is more important than ever as we see an increase in firearm homicides and nonfatal shootings across the country, and increased calls to suicide and domestic violence hotlines. To honor Americans whose lives are cut short by gun violence, and the survivors who are injured by shootings, June 2, 2023 is Gun Violence Awareness Day and supporters are asked to wear orange on the first Friday in June to help raise awareness and to honor the lives of gun violence victims and survivors.
Board Action: Proclaimed June 2, 2023 to be Gun Violence Awareness Day in Johnson County, Iowa. Motion by Sullivan, second by Fixmer-Oraiz, to approve Proclamation No. 06-01-23-01. Johnson County Moms Demand Action member Karen Greenleaf spoke.
Motion by Green, second by Sullivan, to approve the claims on the Auditor’s Claim Register for June 1, 2023, as approved by a majority of the Supervisors.

Motion by Porter, second by Fixmer-Oraiz, to approve the minutes of the Formal Meeting of May 25, 2023.
Motion by Porter, second by Fixmer-Oraiz, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Sullivan, second by Green, to approve the following: Class C Retail Alcohol License Applications for Wildwood Saloon, Iowa City, and for Thirsty Pigs, Swisher; the application to update the ownership of the Class C Retail Alcohol License for Beyonder Getaway at Sleepy Hollow, Oxford, all as contained in the agenda packet for this meeting.
RESOLUTION NO. 06-01-23-01
RESOLUTION SETTING A PUBLIC HEARING ON VARIOUS DEVELOPMENT APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing for June 15, 2023, at 9:00 a.m. CT in the Board Room, Johnson County Administration Building, 913 South Dubuque Street, Iowa City, Iowa, on the following applications: a. Rezoning applications filed by Todd Philipp (PZC-22-28300), and Matthew and Rachel Neumiller (PZC-23-28352) and b. Subdivision applications filed by Matthew and Rachel Neumiller (PZC-23-28353), David Teagle (PZC-23-28354), Phyllis Marak (PZC-23-28342), and Ronald Stutsman (PZC-23-28313), and authorize the auditor to publish the notice of public hearing.
Motion by Fixmer-Oraiz, second by Sullivan, to approve Resolution No. 06-01-23-01, effective June 1, 2023.
Convened Public Hearing on the proposed plans, specifications, form of contract, and estimated total cost for the Administration and Health and Human Services Buildings Remodeling Project at 9:28 a.m.
Board Office Project and Systems Analyst James Bechtel spoke about the Administration and Health and Human Services Buildings Remodeling Project and the proposed bid letting timeline. He said the estimated project cost is about $8.7 million. No one from the public spoke. Public Hearing closed at 9:31 a.m.
RESOLUTION NO. 06-01-23-02
RESOLUTION APPROVING PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATED TOTAL COST FOR, AND REQUESTING BIDS FOR THE JOHNSON COUNTY ADMINISTRATION AND HEALTH & HUMAN SERVICES BUILDINGS REMODEL PROJECT, 913 AND 855 S DUBUQUE ST, IOWA CITY, JOHNSON COUNTY, IOWA
Summary: The Board of Supervisors duly conducted a public hearing concerning proposed plans, specifications, and form of contract for, and estimated total cost of the said public improvement, to wit: Johnson County Administration and Health and Human Services Buildings Remodel Project. The American Rescue Plan Act (ARPA) authorizes the County to expend ARPA funds awarded to respond to the COVID-19 public health emergency or its negative economic impacts, including capital investments in public facilities to meet pandemic operational needs, such as physical plant improvements to public hospitals and health clinics and adaptations to public buildings to implement COVID-19 mitigation tactics.
Board Action: Affirmed that the Johnson County Administration and Health and Human Services Buildings Remodeling Project is in the best interest of Johnson County and that the estimated total cost is $8,716,341. Approved the plans, specifications, form of contract for, and estimated total cost of said public improvement remodeling project; solicited bids for receipt until 2:00 PM Central Time, Thursday, July 13, 2023; authorized publication of the Notice to Bidders, set the bid security at 5% of the bid amount, and delegated Johnson County Facilities Director Dave Curtis the duty of opening bids and reporting the results. Motion by Green, second by Porter, to approve Resolution No. 06-01-23-02, effective June 1, 2023, and note for the record the total estimated cost for the project is $8,716,341.
RESOLUTION NO. 06-01-23-03
FY23 APPROPRIATION CHANGES TO PUBLIC HEALTH (DEPT. 04) AND BOARD OF SUPERVISORS (DEPT. 05)
Summary: The FY23 appropriations for the Board of Supervisors Department are not sufficient to meet payments for impending personnel related expenses and, the Public Health Department has available funds in its budget. Board Action: Authorized the appropriation of $30,000 from Public Health (Dept. 04) to Board of Supervisors (Dept. 05) in the FY23 budget. Motion by Fixmer-Oraiz, second by Porter, to approve Resolution No. 06-01-23-03, effective June 1, 2023.
Motion by Green, second by Sullivan, to approve the Fiscal Year 2024 Social Services Block Grant Agreements, contained in the agenda packet for this meeting, as follows: 4C’s; Big Brothers Big Sisters; Center for Worker Justice of Eastern Iowa; Community and Family Resources; CommUnity Crisis Services and Food Bank; Coralville Community Food Pantry; Domestic Violence Intervention Program; Dream City; Free Lunch Program; Hawkeye Area Community Action Program; Horizons, A Family Service Alliance; Houses into Homes; Housing Trust Fund of Johnson County; Iowa City Free Medical Clinic; Iowa Legal Aid; Iowa Valley Habitat for Humanity; Neighborhood Centers of Johnson County; North Liberty Community Pantry; Pathways Adult Day Health Center (Aging Services Inc.); Rape Victim Advocacy Program (University of Iowa); Shelter House; Table to Table; and United Action for Youth.
Motion by Sullivan, second by Fixmer-Oraiz, to approve the Fiscal Year 2024 Social Services Block Grant Agreement with Inside Out Reentry, as contained in the agenda packet for this meeting. Roll Call aye: Fixmer-Oraiz, Green, Green-Douglass, Sullivan; abstain: Porter.
Motion by Fixmer-Oraiz, second by Porter, to approve the Fiscal Year 2024 Hunger Relief Grants, contained in the agenda packet for this meeting, as follows: CommUnity Crisis Services and Food Bank, Iowa Valley Resource Conservation and Development, and Table to Table.
Motion by Fixmer-Oraiz, second by Porter, to approve the Professional Services Agreement with Confluence, Inc., Cedar Rapids, for improvements associated with the Johnson County Historic Poor Farm New Century Farmstead Site Plan, including Stormwater and Utility Plan, in an amount of $69,750.00.
Motion by Sullivan, second by Fixmer-Oraiz, to approve the Youth Empowered to Serve (YES!) Agreement with Neighborhood Centers of Johnson County, for the summer work program in an amount not to exceed $32,998.
Motion by Porter, second by Fixmer-Oraiz, to approve the job description for the new position of Natural Resources Management Technician at pay grade 4.
