Chairperson Green-Douglass called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 5:30 p.m. Members present: V. Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
All actions were taken unanimously.

PRIDE MONTH
JUNE 2023
Summary: Lesbian, gay, bisexual, transgender, and queer (LGBTQ+) individuals across the nation annually celebrate pride in their culture and community in the month of June. It is important to recognize and honor the struggles and challenges that LGBTQ+ individuals have faced throughout history, including discrimination, persecution, and systemic marginalization, and to acknowledge the ongoing work needed to achieve full equality for all. Johnson County stands united with LGBTQ+ residents, their families, friends, and allies, in our commitment to promoting equality, justice, and acceptance for all people, regardless of sexual orientation, gender identity, or gender expression. Johnson County recognizes the many LGBTQ+ lives that continue to be lost each year in pursuit of living out their authentic identities, in particular, transgender people of color. Board Action: Proclaimed the month of June 2023 to be Pride Month and encouraged Johnson County residents to work towards creating a more inclusive and equitable society.
Motion by Green, second by Fixmer-Oraiz, to approve Proclamation No. 06-08-23-01. The following persons from the Iowa City and Johnson County LGBTQ+ community spoke: Johnson County Human Resources Assistant Ethan Bettis, The Quire of Eastern Iowa Board Chair Hailey Franzen, The Wesley Center Director of Operations and Development Reverend Sean McRoberts, Iowa City School District Nurse Jen BarbouRoske, Johnson County Recorder Kim Painter, Social Worker Claire Czerwionka, F. Wendell Miller Associate Professor Natalie Fixmer-Oraiz, and Fixmer-Oraiz’s child Emmons Fixmer-Oraiz.
Motion by Sullivan, second by Porter, to approve the claims on the Auditor’s Claim Register for June 8, 2023, as approved by a majority of the Supervisors.

Motion by Fixmer-Oraiz, second by Porter, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Sullivan, second by Green, to approve the following Class C Retail Alcohol License Applications for Funcrest Bait and Tackle, Iowa City, for Twelve01 Kitchen and Tap, Iowa City, and for Gradoville and Ott Wedding, Iowa City, all as contained in the agenda packet for this meeting.
Motion by Porter, second by Green, to approve the Fiscal Year 2024 Social Services Block Grant Agreement with Iowa Valley Habitat for Humanity, Iowa City, as contained in the agenda packet for this meeting.
Motion by Sullivan, second by Porter, to approve the Fiscal Year 2024 Agreements for Law Enforcement Protection with the following cities: Hills for $35,672; Lone Tree for $66,248; Oxford for $33,124; Shueyville for $35,672; Solon for $101,920; Swisher for $68,600; and Tiffin for $239,512.
Motion by Green, second by Porter, to approve the 28E Agreement for Paratransit Service with the City of University Heights for the period of July 1, 2023 through June 30, 2024.
Motion by Fixmer-Oraiz, second by Green, to approve the Contract for Transit Services with Unity Point Health Abbe Health Services Pathways Adult Day Health Center for Fiscal Year 2024.
Motion by Sullivan, second by Fixmer-Oraiz, to approve the FY24 Transit Purchase of Service Contract between East Central Iowa Council of Governments and Johnson County SEATS.
Motion by Fixmer-Oraiz, second by Green, to approve the Fiscal Year 2024 Juvenile Justice and Youth Development Program Agreement Renewals, contained in the agenda packet for this meeting, as follows: Big Brothers Big Sisters for Mentoring; The Dream Center for the Youth Leadership Academy; Neighborhood Centers of Johnson County for Youth Engaged in Leadership and Learning program; United Action for Youth for the Youth and Family Advocacy program; and the University of Iowa on behalf of Rape Victim Advocacy Program for the Building Healthy Relationships program.
Motion by Green, second by Sullivan, to approve the State Registered Apprenticeship Standards, developed in cooperation with the United States Department of Labor, Kirkwood Community College, and Iowa Workforce Development, for an ARPA-funded new Apprenticeship Program in the Johnson County Information Technology Department.
Motion by Sullivan, second by Porter, to approve the Urban County Coalition Memorandum of Agreement between Black Hawk, Dubuque, Johnson, Linn, and Scott Counties, to collaborate on addressing issues of mutual interest and to pay the annual membership dues of $25,000 in Fiscal Year 2024.
Motion by Sullivan, second by Fixmer-Oraiz, to approve the American Rescue Plan Act Subrecipient Agreement Renewal with United Action for Youth, Iowa City, for Positive Youth Development programming.
Motion by Green, second by Fixmer-Oraiz, to increase the level of vacation benefits for employees covered under Johnson County’s collective bargaining units [SEATS, Social Services/MH/DS, and Secondary Roads] effective July 1, 2023, as contained in the agenda packet for this meeting.
Motion by Fixmer-Oraiz, second by Sullivan, to approve the Johnson County Historic Poor Farm Land Use Agreement with Theo Havuga for crop production, effective March 1, 2023 to February 28, 2026.
