Chairperson Green-Douglass called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 9:01 a.m. Members present: V. Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Rod Sullivan; absent: Royceann Porter.

PROCLAMATION NO. 06-15-23-01
JUNETEENTH FREEDOM DAY
JUNE 19, 2023
Summary: Juneteenth National Freedom Day commemorates the day of June 19, 1865, when Major General Gordon Granger led Union soldiers into Galveston, Texas, bringing news that the Civil War had ended, two and one-half years after the Emancipation Proclamation freeing a quarter of a million slaves who were residing in the state. Juneteenth symbolizes the long-overdue acknowledgment of freedom and justice for African Americans, and serves as a reminder of the resilience and strength displayed by individuals who fought against slavery and injustice. On June 17, 2021, Juneteenth became a federal holiday, marking the first time in the history of the United States that Juneteenth was and will continue to be celebrated as an official holiday, and the Johnson County Board of Supervisors recognizes Juneteenth as an official County holiday.
Board Action: Proclaimed June 19, 2023, as Juneteenth Freedom Day in Johnson County, Iowa, and encouraged community awareness of the history of emancipation, which affects the liberties of all people of color. Motion by Sullivan, second by Fixmer-Oraiz, to approve Proclamation No. 06-15-23-01. Iowa City Community School District School Board President Ruthina Malone and Johnson County Democrats Affirmative Action Chair Tony Currin spoke.
Motion by Sullivan, second by Fixmer-Oraiz, to approve the claims on the Auditor’s Claim Register for June 15, 2023, as approved by a majority of the Supervisors.

Motion by Green, second by Fixmer-Oraiz, to receive and place on file the Clerk’s Report of Fees Collected for the month of May, 2023, in the amount of $35,654.35, as submitted by Clerk of District Court Alison Meade.
Convened Public Hearing at 9:18 a.m. on PZC-22-28300 of Todd Philipp, requesting rezoning of 57.9 acres from A-Agriculture to CH-Highway Commercial and ML-Light Industrial. The property is located at the northeast quadrant of Highway 965 and 120th St NW, in the SW 1/4 of Section 4, Township 81 North, Range 7 West of the 5th P.M., in Jefferson Township, Johnson County Iowa.

Convened Public Hearing at 9:30 a.m. on Zoning Application PZC-23-28352 of Matthew and Rachel Neumiller, signed by Thomas Anthony of Shoemaker-Haaland, requesting rezoning of 1.87 acres from A-Agricultural to R-Residential. RESOLUTION NO. 06-15-23-05
RESOLUTION APPROVING THE FINAL PLAT AND SUBDIVIDER’S AGREEMENT OF BREZA FIRST SUBDIVISION, JOHNSON COUNTY, IOWA
Summary: Application PZC-23-28368, the final plat and Subdivider’s Agreement of Breza First Subdivision, is submitted for approval. Board Action: Approved the final plat and Subdivider’s Agreement, and directed the plat and Subdivider’s Agreement be signed and named the documents to be recorded. Motion by Green, second by Sullivan, to approve Resolution No. 06-15-23-05, effective June 15, 2023.
Motion by Sullivan, second by Fixmer-Oraiz, to approve the Contract with Boomerang Corp., Anamosa, for the Fleet Facility Concrete Work Project in an amount of $116,333.60.
Motion by Green, second by Fixmer-Oraiz, to approve the Community Challenge Grant Memorandum of Understanding between the American Association of Retired Persons, Washington, DC, and the Johnson Community Livable Community Housing Action Team, Iowa City, to address housing options for older adults, in an amount of $11,921.
Motion by Fixmer-Oraiz, second by Green, to approve the American Rescue Plan Act Subrecipient Grant Agreement between the City of Iowa City, Johnson County, and the Community Foundation of Johnson County, for the Child Care Wage Enhancement Program, in a total amount not to exceed $750,000.
Motion by Green, second by Sullivan, to reappoint Bill Blanchard and Chadwick Gerdes to the Commission of Veterans Affairs for a term ending May 31, 2026.
Motion by Fixmer-Oraiz, second by Sullivan, to approve an Application for Fireworks Permit for Larry Slocum/All Night Shooters Fireworks LLC, for display at 5430 Fairview Cemetery Road Northeast, West Branch, on July 3, 2023, with a July 4, 2023 rain date.
Motion by Green, second by Fixmer-Oraiz, to approve an Application for Fireworks Permit for Brain Kaskie, for display at the lower pond adjacent to 7 Fairview Knoll, Iowa City, on July 3, 2023, with a July 2, 2023 rain date.
Motion by Sullivan, second by Fixmer-Oraiz, to approve an Application for Fireworks Permit for Brien Whitford/Cottage Reserve Corporation, for display at 3550 Highway 382 Northeast, Solon, on July 3, 2023, with a July 4, 2023 rain date.
