Vice Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 9:01 a.m. Members present: V. Fixmer-Oraiz*, Jon Green, Royceann Porter and Rod Sullivan; Members absent: Lisa Green-Douglass.

Motion by Green, second by Porter, to approve the minutes of the Formal Meeting of June 22, 2023.
Motion by Porter, second by Green, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
RESOLUTION NO. 06-29-23-01
ARTICLES OF AGREEMENT CREATING THE MIDDLE IOWA WATERSHED MANAGEMENT AUTHORITY
Summary: Johnson County finds it in its best interest to adopt Articles of Agreement Creating the Middle Iowa Watershed Management Authority to enable cooperation in watershed planning and improvements pursuant to Iowa Code Chapter 466B.23. Chapter 28E of the Code of Iowa provides the authority for public agencies to enter into agreements for their mutual advantage. This Agreement is made and entered into by those eligible political subdivisions within the Middle Iowa Watershed that adopt these Articles of Agreement. Board Action: Approved the Articles of Agreement for the Middle Iowa Watershed Management Authority, and authorized the Chair of the Board of Supervisors to sign the Articles of Agreement on behalf of Johnson County; and authorized the Auditor to file a copy of this Resolution and Agreement with the Secretary of State and forward a copy of the executed Articles to the coordinator for the Middle Iowa WMA. Motion by Green, second by Porter, to approve Resolution No. 06-29-23-01, effective June 29, 2023, ratifying the Middle Watershed Management Authority Articles of Agreement and as contained in the agenda packet of this meeting.
Motion by Porter, second by Fixmer-Oraiz, to increase the level of benefits for employees covered under Johnson County’s collective bargaining units [Ambulance and Sheriff] effective July 1, 2023, as contained in the agenda packet of this meeting.
Motion by Porter, second by Green, to approve Change Order #1 to the Professional Historical Interpretive Services Agreement with Dr. Rebecca Conard, to reallocate expenses with no increase in the approved budget.
Motion by Green, second by Fixmer-Oraiz, to approve the 28E Agreement for the Mobility Coordinator with the City of Coralville for FY24.
Motion by Porter, second by Fixmer-Oraiz, to approve the 28E Agreement for the Mobility Coordinator with the City of Iowa City for FY24.
Motion by Green, second by Fixmer-Oraiz, to approve the Amendment to the 28E Agreement for Paratransit Service with the City of Iowa City and the Amendment to the 28E Agreement for Paratransit Service with the City of Coralville, that extends services an additional 31 days through July 31, 2023.
Motion by Porter, second by Green, to approve the Contract for Same-Day On-Demand Transit Services between Johnson County SEATS and the City of North Liberty for FY24.
Motion by Green, second by Porter, to approve the American Rescue Plan Act Subrecipient Agreement with 4C’s for the Starting Strong Program, that will increase recruitment and retention of child development homes, in the total amount of $75,000, effective July 1, 2023.
Motion by Porter, second by Fixmer-Oraiz, to approve the FY24 Crisis Child Care Services Agreement with 4C’s in the amount of $15,000.
Motion by Green, second by Fixmer-Oraiz, to approve a 22% hourly increase to the rate of pay for the Ambulance Department Field Supervisor position, as outlined in the agenda packet of this meeting.
