Chairperson Green-Douglass called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 9:02 a.m. Members present: V. Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
PROCLAMATION NO. 07-06-23-01
MISSING AND MURDERED INDIGENOUS RELATIVES AWARENESS DAY
JULY 6, 2023
Summary: Indigenous people have experienced significant historical injustices. In some tribal communities, the murder rate of Indigenous women is more than ten times the national average. The disappearances and murders of Indigenous women and girls is a direct threat to tribal sovereignty and sacred humanity and compromises Indigenous Peoples’ ability to heal from historic trauma. Johnson County is dedicated to remembering Indigenous victims and their families and ensuring that Indigenous peoples, particularly Indigenous women and children, enjoy the full protection and guarantees against all forms of violence and discrimination as affirmed in the UN and American Declarations on the Rights of Indigenous Peoples.
Board Action: Proclaim July 6, 2023 to be Missing and Murdered Indigenous Relatives Awareness Day in Johnson County and urge all residents to observe, recognize, and encourage collective action to bring this crisis to an end. Motion by Green, second by Fixmer-Oraiz, to approve Proclamation No. 07-06-23-01. Great Plains Action Society Founder and Executive Director Sikowis Nobiss spoke.
Motion by Sullivan, second by Green, to approve the claims on the Auditor’s Claim Register for July 6, 2023, as approved by a majority of the Supervisors.

Motion by Fixmer-Oraiz, second by Sullivan, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.

Motion by Sullivan, second by Green, to approve the Application for a Retail Cigarette/Tobacco/Nicotine/Vapor Permit for 380 BP, Swisher, as submitted by John Frese and Jane Frese. Roll call: aye: Green, Green-Douglass, Porter, Sullivan; absent: Fixmer-Oraiz.
Recessed at 9:18 a.m.; reconvened at 9:21 a.m. with Fixmer-Oraiz present.
Motion by Green, second by Sullivan, to receive and place on file the Recorder’s Report of Fees Collected for the month of May 2023, in the amount of $288,761.72, as submitted by County Recorder Kim Painter.
Green-Douglass acknowledged receipt of the supplemental Report of the Planning and Zoning Commission Meeting of June 12, 2023.
Motion by Fixmer-Oraiz, second by Green, to approve the Fiscal Year 2024 Economic Development Grant Agreements between the Johnson County Board of Supervisors and the following entities: Field to Family, Kalona Regenerative Network, South of 6 Iowa City Business District, Wright House of Fashion; and to approve the Fiscal Year 2024 Quality of Life Grant Agreements between the Johnson County Board of Supervisors and the following entities: The Englert Civic Theatre Inc., FilmScene, Iowa City Bike Library, Lower Cedar Watershed Management Authority, Public Space One , all as contained in the agenda packet of this meeting.
Motion by Fixmer-Oraiz, second by Sullivan, to approve the American Rescue Plan Act Subrecipient Agreement with Coralville Community Food Pantry for the Veggie Connect Program, in an amount not to exceed $175,000.
Motion by Green, second by Fixmer-Oraiz, to approve the updated Fiscal Year 2024 Johnson County Social Services Hunger Relief Grant Agreement with CommUnity Crisis Services and Food Bank, Iowa City, to include certain delivery services, in an amount up to $57,000.
Hearing no objections from Board members, Green-Douglass said the Professional Services Agreement/Contract for Services with Iowa Valley Resource Conservation and Development is deferred.
Motion by Green, second by Sullivan, to approve the job description established July 6, 2023, for the new position of Information Technology PC Desktop Technician Apprentice.
Motion by Fixmer-Oraiz, second by Sullivan, to approve changing the status of the Public Health Dietitian position from part time to full time.
Motion by Fixmer-Oraiz, second by Green, to approve the revised job description for the position of Public Health Administrative Assistant 1, and renaming the position to Public Health Clinical Services Supervisor, effective July 6, 2023.
Motion by Green, second by Sullivan, to approve the revised job description for the position of Public Health WIC/MH Coordinator, and renaming the position to Lead Public Health Dietitian, effective July 6, 2023.
Motion by Sullivan, second by Fixmer-Oraiz, to approve the Agreement for Services with Terracon Consultants, Inc., Cedar Rapids, for construction observation and materials testing associated with the Fleet Facility Concrete Work Project, in the amount of $5,727.50.
Motion by Fixmer-Oraiz, second by Sullivan, to approve Contract Amendment Request #001 with Axiom Consultants, LLC, Iowa City, to expand the scope of design services for the Fleet Facility Concrete Work Project, in the amount of $2,950.
Motion by Green, second by Sullivan, to approve the Policy Statement on Accessory Dwelling Units set forth by Johnson County Livable Community for Successful Aging Housing Action Team, as contained in the agenda packet of this meeting.
Motion by Sullivan, second by Green, to reappoint Roger Goedken to the County Case Management Advisory Board for a term ending June 30, 2026.
Motion by Sullivan; second by Fixmer-Oraiz; to make the following appointments to the Food Policy Council for terms ending June 30, 2027: Appoint Nkosazana Zee Brown, Jacqueline Milian, Michelle Harreld, and Camille Veri, and reappoint Giselle Bruskewitz and Michael Roelf.
Motion by Green, second by Fixmer-Oraiz, to recommend Robin Paetzold be reappointed to the Iowa City Public Library Board of Trustees for a term ending June 30, 2029.
Motion by Sullivan, second by Green, to make the following appointments to the Livable Community for Successful Aging Policy Board for terms ending June 30, 2026: Appoint Louis George Tassinary, and reappoint Josey Bathke and Bob Welsh.
Motion by Green, second by Fixmer-Oraiz, to recommend Jack Henry Abels be reappointed to the North Liberty Community Library Board of Trustees for a term ending June 30, 2026.
Motion by Green, second by Sullivan, to approve an Application for Fireworks Permit for Nick Hemann and Andy Neuzil, for display at 1829 Pinebrook Avenue, Northeast, Solon, on July 8, 2023, with a July 9, 2023 rain date.
