Chairperson Green-Douglass called the Johnson County Board of Supervisors to order in the Johnson County Administration Building Boardroom at 9:01 a.m. Members present: Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan. Members absent: V. Fixmer-Oraiz.
All actions were taken by the following vote: Roll call: aye: Green, Green-Douglass, Porter, Sullivan. Members absent: Fixmer-Oraiz.
PUBLIC COMMENT
Veterans Affairs Director Gary Boseneiler spoke about helping a resident obtain death notification discharge documents for their family member. He noted that today is National Korean War Veterans Armistice Day.
Motion by Green, second by Porter, to approve the claims on the Auditor’s Claim Register for July 27, 2023, as approved by a majority of the Supervisors.

Motion by Porter, second by Sullivan, to approve the minutes of the Formal Meeting of July 19, 2023.
Motion by Porter, second by Green, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Green, second by Sullivan, to approve the Application for a Class C Retail Alcohol License for Traveling Tapster LLC, Cedar Rapids, as submitted by Jayme Tegeler.
Motion by Sullivan, second by Porter, to receive and place on file the Recorder’s Report of Fees Collected for the month of June, 2023, in the amount of $349,949.71, as submitted by County Recorder Kim Painter.
Motion by Porter second by Green, to waive the requirement of three considerations before approving an ordinance amending the Johnson County Unified Development Ordinance, Zoning Application PZC-23-28363 of Mike and Angela Eads. Roll call: aye: Green, Green-Douglass, Porter, Sullivan. Members absent: Fixmer-Oraiz.

RESOLUTION NO. 07-27-23-01
RESOLUTION AWARDING AND AUTHORIZING EXECUTION OF CONTRACT FOR JOHNSON COUNTY ADMINISTRATION AND HEALTH & HUMAN SERVICES BUILDINGS REMODELING PROJECT
Summary: The Johnson County Administration and Health & Human Services Buildings Remodeling Project will improve the ventilation system of the Administration Building and make adaptations to the Administration and Health & Human Services Buildings to space out employees and the public to mitigate the spread of COVID-19. The Board approved use of ARPA funding for eligible capital projects, including this project, on March 24, 2022. After a public hearing on June 1, 2023 the Board approved the project and set a bid date of July 13, 2023. On July 13th all bids were opened and it was determined that the lowest responsive, responsible bid was from McComas-Lacina Construction, Iowa City, for $7,352,000.00. Board Action: Resolved to award project contract for $7,352,000.00 to McComas-Lacina Construction of Iowa City and authorized the Chairperson to sign any documents to effectuate said award of contract. Motion by Sullivan, second by Green, to approve Resolution No. 07-27-23-01, effective July 27, 2023.
Motion by Sullivan, second by Porter, to approve the Professional Services Agreement/Contract for Services with Iowa Valley Resource Conservation and Development, for Johnson County Historic Poor Farm planning and farm management services, in an amount not to exceed $105,000.
Motion by Green, second by Sullivan, to approve disbursement of $55,000 of the American Rescue Plan Act (ARPA) project EC.2.35.01’s budget to fund the County’s commitment for the Metropolitan Planning Organization of Johnson County Bus Rapid Transit Study.
Motion by Porter, second by Green, to approve the 28E Agreement for Paratransit Service with the City of Coralville, for the period of August 1, 2023 to June 30, 2028.
Motion by Green, second by Porter, to approve the 28E Agreement for Paratransit Service with the City of Iowa City, for the period of August 1, 2023 to June 30, 2028.
RESOLUTION NO. 07-27-23-02
RESOLUTION ENDORSING APPLICATION FOR TRAFFIC SAFETY IMPROVEMENT PROGRAM GRANT FUNDS FOR TURN LANES FROM HIGHWAY 1 ONTO 210TH STREET
Summary: Existing and future growth and development anticipated within the fringe area of the City of Solon may increase traffic along Iowa State Highway 1 (Iowa 1) and through its intersections with 210th Street and Dillons Furrow Road. To enhance traffic safety, the County Engineer recommends purusing a TSIP grant to fund a turn lane project on Iowa 1 at its intersection with 210th Street. Board Action: Resolved to support and endorse the grant application. Directed the County Engineer to pursue available TSIP grant funding for the project and to program it as soon as practicable. Motion by Sullivan, second by Porter, to approve Resolution No. 07-27-23-02, effective July 27, 2023.
Motion by Green, second by Porter, to approve Change Order No. 8 for the Health and Human Services Building Window Renovation Project with SWA Selzer, Werderitsch Associates, Iowa City, in the amount of $5,345.38.
Motion by Sullivan, second by Porter, to approve Change Order No. 2 for the Johnson County Courthouse Second Level Courtroom Renovation Project with Tricon General Construction Inc., Cedar Rapids, in the amount of $39,271.32, and extend the contract by 45 days.
Motion by Porter, second by Sullivan, to approve the pay ranges for the Non-Bargaining Pay Plan effective July 1, 2023, as contained in the agenda packet of this meeting.
