Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:01 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, and Rod Sullivan. Members absent: Royceann Porter.
Unless otherwise noted, all actions were taken unanimously.
PUBLIC COMMENT
Temple Hiatt spoke about gun violence and promoting secure gun storage. She requested the Johnson County Public Health and County Attorney offices partner with the Be Smart for Kids Program.

Motion by Green-Douglass, second by Fixmer-Oraiz, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Green-Douglass, second by Green, to receive and place on file the Clerk’s Report of Fees Collected for the month of December, 2023, in the amount of $30,225.21, as submitted by Clerk of District Court Alison Meade.
Motion by Green, second by Green-Douglass, to receive and place on file the Sheriff’s Report of Fees Collected for the quarter ending December 31, 2023, in the amount of $34,913.66, as submitted by County Sheriff Brad Kunkel.
The Board acknowledged receipt of the December 11, 2023 Planning and Zoning Commission Meeting Minutes and the January 8, 2024 Report of the Planning and Zoning Commission.

AN ORDINANCE AMENDING THE JOHNSON COUNTY UNIFIED DEVELOPMENT ORDINANCE BY CHANGING THE CLASSIFICATION OF CERTAIN PROPERTY FROM A-AGRICULTURAL TO AG-T-AGRITOURISM
Summary: The purpose of this ordinance is to amend the Johnson County Unified Development Ordinance by changing the classification of the real estate described below from A-Agricultural to AG-T- Agritourism located in Union and Sharon Townships and comprised of approximately 20.91 acres to wit: DESCRIPTION Lot 2, Anderson’s Second Subdivision, Johnson County, Iowa, according to the plat thereof recorded in Book 30, Page 146, and Plat Records of Johnson County, Iowa is hereby changed from A-Agricultural to AG-T- Agritourism. Effective Date: After its passage, approval, and publication as part of the proceedings of the Board of Supervisors. RESOLUTION SETTING A PUBLIC HEARING
ON VARIOUS DEVELOPMENT APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing for February 8, 2024, at 5:30 p.m. CT in Room 203 B/C, Johnson County Health & Human Services Building, 855 South Dubuque Street, Iowa City, Iowa, on the following applications: Zoning applications filed by Rudy L & Shannon L Velky (PZC-23-28462), and Hugh Everette Weis Estate, as signed by Kasey Brecht (PZC-23-28463). Authorize the Johnson County Auditor to publish the official notice of the above public hearing. Motion by Fixmer-Oraiz, second by Green-Douglass, to approve Resolution No. 01-18-24-01 effective January 18, 2024.

RESOLUTION DESIGNATING THE 2024 OFFICIAL COUNTY NEWSPAPERS
Summary: Johnson County shall select three newspapers to publish the official proceedings for the ensuing year. Board Action: Select and designate the Iowa City Press Citizen, Solon Economist, and The Kalona News as the Official County Newspapers for calendar year 2024, subject to meeting all requirements as stated in Iowa Code §618.3. Motion by Green, second by Green-Douglass, to approve Resolution No. 01-18-24-02 effective January 18, 2024.

RESOLUTION AWARDING PROJECT
#BRS-C052(128)--60-52
BRIDGE REPLACEMENT - PPCB
Summary: Project #BRS-C052(128)--60-52 Bridge Replacement - PPCB is defined as removal of Johnson County structure #C-21-5, an existing twin span 110’x22’ steel stringer bridge, and replaced with a 110’x30’ single span PPCB bridge, and required approach grading. The Board followed the steps as required by the Code of Iowa for notifications, hearings, and bidding/letting. Board Action: Resolved: to accept the bid from Taylor Construction, Inc. in the amount of $970,101.60 and awards the associated contract(s) to the same; that all other resolutions or parts of resolutions in conflict with this resolution are hereby repealed. If any part of this resolution is adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the resolution or action of The Board as a whole or any part thereof not adjudged invalid or unconstitutional. This resolution shall be in full force and effect from and after the date of its approval as provided by law; and that after receiving the necessary contract documents, including but not limited to, the contractor’s bond and certificate of insurance, Greg Parker, the County Engineer for Johnson County, Iowa, be and is hereby designated, authorized, and empowered on behalf of the Board of Supervisors of said County to execute the contracts in connection with the afore awarded construction project let through the DOT for this county. Motion by Fixmer-Oraiz, second by Green-Douglass, to approve Resolution No. 01-18-24-03. Sullivan noted the bid is in the amount of $970,101.60 effective January 18, 2024.
RESOLUTION NO. 01-18-24-04
RESOLUTION APPROVING DEPUTY POSITIONS IN THE OFFICE OF THE JOHNSON COUNTY ATTORNEY
Summary: The County Attorney desires to appoint a Criminal Deputy, Civil Deputy, and Juvenile Deputy within the County Attorney’s Office. Board Action: Resolved that 1. Establishment of the positions of Criminal Deputy County Attorney, Civil Deputy County Attorney, and Juvenile Deputy County Attorney, all in the Johnson County Attorney’s Office, is hereby approved; and 2. The County Attorney is authorized to appoint the above-described Deputy County Attorneys effective February 1, 2024; and 3. The County Attorney’s appointments of (a) Jude T. Pannell to the position of Criminal Deputy County Attorney, (b) Ryan A. Maas to the position of Civil Deputy County Attorney, and (c) Emily A. Voss to the position of Juvenile Deputy County Attorney are hereby approved; and 4. The County Auditor is hereby authorized to process and disburse compensation as set by the County Attorney to said deputies. Motion by Green-Douglass, second by Fixmer-Oraiz, to approve Resolution No. 01-18-24-04 effective January 18, 2024.
Motion by Green, second by Green-Douglass, to approve Proposal No. 14689 with Kalona Post and Frame, Kalona, for construction of the Equipment Storage Building in the Land Access Program Area of the Historic Poor Farm in an amount of $91,680.00.
