Subject to approval by the Board of Supervisors at a subsequent meeting.
Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:01 a.m. Members present: V Fixmer-Oraiz, Jon Green, Lisa Green-Douglass, Royceann Porter, and Rod Sullivan.
Unless otherwise noted, all actions were taken unanimously.
PUBLIC COMMENT
County Treasurer Scott Finlayson expressed gratitude for Board Office Executive Director Guillermo Morales and Board Office Administrative Assistant Jill Wenger for their collaboration in improving the property tax collection suspecting process.

Motion by Green-Douglass, second by Fixmer-Oraiz, to receive and place on file the Clerk’s Report of Fees Collected for the month of January 2024, in the amount of $31,902.62, as submitted by Clerk of District Court Alison Meade.

RESOLUTION NO. 02-15-24-01
RESOLUTION SUSPENDING COLLECTION OF THE 2024 PROPERTY TAXES FOR JOHNSON COUNTY PARCEL NO. 1020129004, OWNED BY ALLAELDIN OSMAN
Summary: Allaeldin Osman has presented such evidence they are eligible for suspension of taxes on Parcel No. 1020129004 pursuant to Iowa Code Section 427.9. Johnson County has verified with the Iowa Department of Human Services that collection of the 2024 property taxes against property owned by Allaeldin Osman, located at 756 Westside Drive, Iowa City, and designated as Parcel No. 1020129004, in the amount of $2,437.00, including interest, is to be suspended. Board Action: Resolved that: 1. The request for a suspension of the collection of taxes and interest on Parcel No. 1020129004 is hereby approved; 2. Collection of all property taxes assessed against Parcel No. 1020129004 remaining unpaid shall be suspended for such time as Allaeldin Osman remains the owner of said property and receives assistance as described in Iowa Code Section 427.9; 3. The County Treasurer is hereby directed to make entry on the records accordingly and suspend collection of the above-stated taxes, thereby establishing a lien on said property as required by law, with future collection to include statutory interest; and 4. That this resolution shall take effect immediately. Motion by Green, second by Green-Douglass, to approve Resolution No. 02-15-24-01 effective February 15, 2024.
Motion by Green-Douglass, second by Porter, to approve becoming a member of Iowa Travel Industry Partners with an annual membership rate of $1,000 for Fiscal Year 2025.
Motion by Fixmer-Oraiz, second by Green-Douglass, to approve the Community Food and Farm Grant Program Agreements with the following entities: Andale Cantina, Inc. in an amount not to exceed $25,000; Africando Foods, LLC in an amount not to exceed $25,000; Black Diamond Halal Meats, LLC in an amount not to exceed $19,700; Buffalo Ridge Orchard, LLC in an amount not to exceed $20,000; Da Flava Unit: Street-Meat-Eats, LLC in an amount not to exceed $25,000; Grimm Family Farm, LLC in an amount not to exceed $25,000; Haiyan Rong, DBA Mama’s Kitchen in an amount not to exceed $14,525; Iowa City Free Lunch Program in an amount not to exceed $6,842; Iowa Grown, LLC in an amount not to exceed $15,000; Iowa Valley Resource Conversation and Development serving as fiscal sponsor for the Eastern Iowa Young Farmers Coalition in an amount not to exceed $25,000; Mark Gingerich, DBA Berry Basket Farm in an amount not to exceed $25,000; Mexico Wayne’s LLC, DBA Short’s Family Farm in an amount not to exceed $3,560; Organic Greens, LLC, DBA Camp Creek Organic Produce in an amount not to exceed $23,875; Pei Sisters Projects, LLC, DBA Snacky Mini Mart in an amount not to exceed $11,874; and Tangled Roots Farm, LLC in an amount not to exceed $20,000.
Motion by Green, second by Green-Douglass, to approve the Building Nonprofit Capacity Grant Program Agreements with the following entities: Domestic Violence Intervention Program, Inc. in an amount not to exceed $615,000 and Iowa City Community Theatre in an amount not to exceed $43,000.
Motion by Green-Douglass, second by Green, to approve the Memorandum of Understanding with the City of North Liberty, and Central Iowa Power Cooperative, Des Moines, for the West Penn Street Improvements Project.
