Chairperson Sullivan called the Johnson County Board of Supervisors to order in the Johnson County Health and Human Services Boardroom at 9:01 a.m. Members present: V Fixmer-Oraiz, Jon Green, Royceann Porter, and Rod Sullivan. Members Absent: Lisa Green-Douglass.
Unless otherwise noted, all actions were taken by the following vote: Roll call: Aye: Fixmer-Oraiz, Green, Porter, Sullivan. Members absent: Green-Douglass.

INTERNATIONAL WOMEN’S DAY AND WOMEN’S HISTORY MONTH
MARCH 2024
Summary: International Women’s Day is a global day celebrating the social, economic, cultural, and political achievements of women and will be celebrated locally at Night of 1000 Dinners, on Thursday, March 7th. Board Action: Resolved to proclaim March 8 and the month of March 2024 to be International Women’s Day and Women’s History Month in Johnson County, Iowa, and urge all persons to commemorate and celebrate the achievements of women in changing the world. Motion by Green, second by Fixmer-Oraiz, to approve Proclamation No. 02-22-24-01 effective February 22, 2024. Johnson County United Nations Association President Barbara Eckstein spoke.
Motion by Fixmer-Oraiz, second by Porter, to approve the claims on the Auditor’s Claim Register for February 22, 2024.

Motion by Porter, second by Green, to approve the minutes of the Formal Meeting of February 15, 2024.
Motion by Green, second by Fixmer-Oraiz, to approve the payroll authorizations submitted by department heads and elected officials, as approved by a majority of the Supervisors.
Motion by Porter, second by Fixmer-Oraiz, to approve the alcohol license applications for The Tipsy Travelers and Pleasant Valley Golf Course, as contained in the agenda packet of this meeting. After the vote, the Auditor’s Office identified a discrepancy between what was orally presented to the Board, versus what is presented in the agenda packet. There are three alcohol license applications for approval, not two as originally stated. The Board amended their motion as follows: Amended Motion by Porter, second by Fixmer-Oraiz to approve the alcohol license applications for The Tipsy Travelers and Pleasant Valley Golf Course, as contained in the agenda packet of the meeting, noting the total amount of applications is three.
Motion by Porter, second by Green, to receive and place on file the Recorder’s Report of Fees Collected for the month of January, 2024, in the amount of $152,863.86, as submitted by County Recorder Kim Painter.
The Board acknowledged receipt of the January 8, 2024 Planning and Zoning Commission Meeting Minutes and the February 12, 2024 Report of the Planning and Zoning Commission.
RESOLUTION NO. 02-22-24-01
RESOLUTION APPROVING THE FINAL PLAT AND SUBDIVIDER’S AGREEMENT OF CHALHOUB THIRD SUBDIVISION, JOHNSON COUNTY, IOWA
Summary: Application PZC-22-28297, the final plat of Chalhoub Third Subdivision, Johnson County is submitted for approval. Board Action: Approved the plat, directed the plat and Subdivider’s Agreement be signed, and named the documents to be recorded. Motion by Porter, second by Green, to approve Resolution No. 02-22-24-01 effective February 22, 2024.
RESOLUTION NO. 02-22-24-02
RESOLUTION SETTING A PUBLIC HEARING ON
VARIOUS DEVELOPMENT APPLICATIONS
Summary: The Johnson County Planning and Zoning Commission has filed its report and recommendations for certain actions. Board Action: Set a public hearing for March 14, 2024, at 5:30 p.m. CT in Room 203 B/C, Johnson County Health & Human Services Building, 855 South Dubuque Street, Iowa City, Iowa, on the following applications: Zoning application filed by Andrew Boutte (PZC-23-28461); and platting applications filed by Rudy L. & Shannon L. Velky (PZC-23-28464), John E. & Cynthia R. Scott (PZC-23-28448), and Scott Rohret (PZC-23-28351). Authorize the Auditor to publish the official notice of the above public hearing. Motion by Fixmer-Oraiz, second by Green, to approve Resolution No. 02-22-24-02 effective February 22, 2024.
RESOLUTION NO. 02-22-24-03
FY24 APPROPRIATION CHANGES TO CENTRAL SERVICES
(DEPT. 18)
AND INSURANCE (DEPT. 22)
Summary: Appropriations for the Insurance Department are not sufficient to meet payments for impending expenditure obligations and the Central Services Department has available funds in its budget. Board Action: Resolved that Insurance (Department 22), Administration Service Area, is appropriated an additional $180,000 for a total appropriation of $1,640,000 for fiscal year 2023-2024. The appropriation for Central Services (Department 18), Administration Service Area, is decreased $180,000 for a total appropriation of $1,699,951 for fiscal year 2023-2024. The relevant county service area is Administration, which remains unchanged. Motion by Green, second by Porter, to approve Resolution No. 02-22-24-03 effective February 22, 2024.
Motion by Fixmer-Oraiz, second by Porter, to approve a bond compliance obligation to remit payment to the U.S. Treasury / IRS for the calculated rebate arbitrage on Bond Issuance 2020B, as contained in the agenda packet of this meeting.
RESOLUTION NO. 02-22-24-04
AUTHORIZING WEIGHT EMBARGOES ON
SECONDARY ROADS
Summary: Recent weather conditions have caused soft subgrade and surface conditions to develop on some Secondary Roads and it is in the public interest to preserve the road system in the best possible condition. Board Action: Resolved that an embargo be authorized where necessary on the Secondary Roads System for Johnson County. The County Engineer is authorized beginning on February 22, 2024 to restrict gross loads on certain sections of the road system showing extreme distress at this time. He shall be authorized to restrict all traffic to an 8-ton gross load if necessary and to place temporary signs to comply with Section 321.472. Motion by Green, second by Porter, to approve Resolution No. 02-22-24-04 effective February 22, 2024.
Motion by Fixmer-Oraiz, second by Porter, to set a bid letting date of Tuesday, March 12, 2024, for the 2024 Bituminous Resurfacing (Seal Coat) Program and authorize the Auditor to publish the Notice to Bidders.
Motion by Green, second by Fixmer-Oraiz, to set a bid letting date of Tuesday, March 12, 2024, for the 2024 Dust Control Safety Program and authorize the Auditor to publish the Notice to Bidders.
Motion by Porter, second by Green, to approve to the Professional Services Scope Amendment with Neumann Monson Architects, Iowa City, for the rebid of the Johnson County Courthouse Third Level Office Renovation Project, as contained in the agenda packet of this meeting.
Motion by Fixmer-Oraiz, second by Green, to certify the Local Government Annual Report of the Johnson County Historic Preservation Commission, as contained in the agenda packet of this meeting.
