WASHINGTON COUNTY, IOWA
REGULAR MEETING OF TUESDAY, JUNE 6, 2023

At 9:01 am Chair Bob Yoder called to order in regular session, Courthouse chamber. Items on the agenda included: Resolution 23-36 re: intent to enter into a 28E Agreement with Mental Health Agency of Southeast Iowa; discussion and action re: approval of 28E Agreement with Mental Health Agency of Southeast Iowa; Professional Services Agreement with Washington County Hospital and Clinics; Business Associates Agreement with Washington County Hospital and Clinics. Supervisors Jack Seward, Richard Young, Stan Stoops, and Marcus Fedler were also present.
All motions were passed unanimously by those supervisors in attendance unless noted otherwise.
The Board voted by way of roll call vote to approve Resolution 23-36 and to authorize the Chair to sign.
The Board voted to approve, and authorize the Chair to sign, a 28E Agreement between the Southeast Iowa Link Region and the Mental Health Agency of Southeast Iowa. The Southeast Iowa Link (SEIL) Region is based in Burlington, Iowa, while the Mental Health Agency of Southeast Iowa is based in Ottumwa, Iowa. The motivation for merging the two organizations, which provide mental health services, is to take advantage of the unique and varied programs currently offered by both organizations as well as to enable both groups to merge voluntarily rather than at the direction of the State of Iowa at some point in the future. The merger will result in the SEIL Region gaining a critical access hospital located in Ottumwa while the Mental Health Agency of Southeast Iowa will gain some of the assets held by the SEIL Region. Monroe County, which presently is a member of the County Rural Offices of Social Services (CROSS) region, also plans to join the new region which will result in a total membership of 13 counties. The merger is set to take effect on July 1, 2023.
The Board voted to approve, and authorize Interim Ambulance Services Director Katrina Altenhofen to sign, a Professional Services Agreement with Washington County Hospital and Clinics. The agreement formalizes the duties and responsibilities of both parties with regard to providing medical care.
The Board voted to approve, and authorize Interim Services Director Katrina Altenhofen to sign, a Business Associates Agreement with Washington County Hospital and Clinics. The agreement sets forth the terms and conditions under which private health information will be accessed, used, maintained, transferred, disclosed, or otherwise handled.
The Board voted to include on the June 13, 2023 agenda a discussion and possible action regarding having Iowa State Association of County Auditors Information Technology come to Washington County to survey Washington County’s Information Technology. Yoder voiced his preference to hold a work session regarding Information Technology. The vote on the motion: Aye-Young, Seward, Stoops, Fedler; Nay-Yoder.
At 9:30 am the Board voted to adjourn.
